In den selbsternannten Volksrepubliken Luhansk und Donezk soll die Wahlbeteiligung bereits am Dienstag schon bei über 80 Prozent gelegen haben.

Auch hier geht das ISW davon aus, dass die Beteiligung selbst bei freien Abstimmungen deutlich geringer wäre. Bei den ukrainischen Präsidentschaftswahlen lag die Wahlbeteiligung demnach landesweit nur bei 62,8 Prozent. Wladimir Saldo, der Leiter der Besatzungsverwaltung in der Region Cherson, hat darüber hinaus bekannt gegeben, dass die bisher abgegeben Stimmen bereits für ein pro-russisches Ergebnis des Referendums ausreichen würde.

Russia wants to get support from the population with mock referendums
