The Ministry of Foreign Affairs warns Israeli citizens with Russian citizenship that if they are in Russia, they are subject to Russian law with regard to military recruitment and a possible ban on leaving the country.
"Citizens of Israel who hold Russian citizenship are asked to take this information into account when planning their trips," the Foreign Ministry said.
Although the Ministry of Foreign Affairs does not officially define this as a travel warning due to the political sensitivity, it is an extremely unusual message that indicates the fear in Israel that Israeli citizens will not be able to leave Russia.
Senior Israeli officials said that the announcement was approved by Prime Minister Lapid and went through a long series of wordings due to the political sensitivity vis-à-vis Russia.

Russian President Vladimir Putin announced the recruitment of about 300,000 reservists aged 18-65.
Many protested against the conscription orders, and according to reports from human rights organizations in the country, more than two thousand people were arrested in the protests.
In addition, there are reports that the recruitment order was sent to people without military experience, contrary to the words of Defense Minister Sergei Shoigu, who promised that only those with military experience would be sent to the war in Ukraine.
