As is well known, Bürgerwind Pfaffenwinkel wants to realize a large open-space photovoltaic system on the Köpfingen Wiesen near Kurzenried.

After the Peitingen municipal council had launched the necessary development plan in March after a lengthy debate, a first draft plan has now been presented.

Peiting – The Landsberg engineering office Sing drew up the draft. As their employee Sarah Spengler explained at the most recent meeting of the municipal council, the scope of the development plan covers around ten hectares, divided into two areas.

On the one hand, this includes those areas on which the modules and the necessary technology for solar power generation are to be located later.

Spengler explained that the other areas are intended to be purely green areas.

As reported, the plant should deliver between six and eight megawatts after completion.

The planner reported that an appointment had already been made with the Lower Nature Conservation Authority to coordinate the necessary compensatory measures.

According to Spengler, the entire area is to be turned into an extensive lean meadow in the future.

The rows are spaced three meters apart so that there is enough space between the module tables to mow twice a year.

That way, enough sunlight gets through to the ground.

The lower edge of the tables is 80 centimeters, for the height of the modules up to 3.50 meters are permitted, said when asked by Norbert Merk (CSU).

"But we won't achieve that."

Grazing with sheep is also possible

Thomas Elste (Greens) asked in this connection whether grazing with sheep was allowed.

In principle, this is possible after consultation with the nature conservation authority, the planner replied.

"Then there's no mowing." But the 80 centimeter height of the modules isn't too low for the animals, said Florian Deibler (CSU).

You don't have to worry about that, said Spengler.

"It works, they slip through it.

The sheep don’t have to wear helmets either.”

Franz Seidel (BVP), who, like Merk, had voted against the project in March, wanted to know whether an agri-PV system or a conventional ground-mounted system would be implemented.

In fact, the topic of agri-PV systems has been dealt with intensively, said Spengler.

Ultimately, however, they decided against it because it would not have been economical to operate.

Farmer renewed criticism of the project

Clear criticism of the project came again from Andreas Barnsteiner (BVP).

From an agricultural point of view, this was a "pure disaster," rumbled the BBV chairman.

He has nothing against photovoltaics on roofs, "on such surfaces it is a sin".

Michael Deibler saw things very differently.

The construction of the plant is a "necessity", said the CSU parliamentary group spokesman with a view to the current developments.

The concern that drives him is more the question of whether the electricity can be processed in this country at all.

In northern Germany, work is being done on substations because of the wind farms that are being built there.

Spengler referred to the network operator involved in the project.

However, it is clear that the grids must also be expanded accordingly for future decentralized energy generation.

In the end, against six votes, the municipal council approved both the draft development plan and the draft for the necessary change to the land use plan.

The next step in the process is public display.
