The executive is perfectly aware of this: faced with opposition in a position of strength with a weakened presidential camp, the adoption of the budget for 2023 is more than threatened.
And besides, recourse to article 49-3 of the Constitution by the executive seems more and more inevitable to pass the text without voting for it.
Nevertheless, while waiting for this next political coup, the examination of the text by the parliamentarians will be held as every year.
Since its presentation by the government in the Council of Ministers on September 26, the budgetary marathon has indeed begun with the obligation to definitively adopt the text within seventy days.
And this budgetary exercise falls within a well-defined framework which ultimately restricts the room for maneuver of the members of Parliament.
