Covid debt: the bill for the health crisis weighs on the 2023 accounts

DECRYPTION - Faced with the many economic consequences of the pandemic, the State must dedicate part of its expenditure from the 2023 budget to the Covid debt.


In 2023, the State will devote 6.6 billion euros to amortize the Covid debt and 2.3 billion to finance guarantee calls on loans devoted to the heart of the health crisis.

A total of 8.9 billion - the equivalent of the credits of the Ministry of Justice -, which represents 1.8% of all the expenditure of the 2023 budget, is thus arrowed towards the colossal bill of the Covid.

According to budget projections, the charge related to the amortization of the Covid debt will then continue to oscillate around 6 billion between 2024 and 2025 while the expenses for the call for guarantees will gradually decrease.

An increase compared to forecasts

These amounts appear to be much higher than the initial forecasts.

After 1.89 billion in 2022, the texts of last year thus provided for reimbursements between 2 billion and 3 billion euros for the following years.
