Covering seven aspects: strengthening youth's national concept, national pride and awareness of the rule of law; assisting youth to understand the development of the country and the world; providing high-quality education and promoting career planning; expanding youth employment and entrepreneurial opportunities, and assisting youth upward mobility; multi-pronged approach Responding to young people's home ownership and housing needs; enhancing young people's sense of ownership, encouraging them to participate in public affairs and enhancing communication; and cultivating young people's whole-person development, multiple intelligences and talents, enhancing their physical and mental health, and helping them establish positive thinking.

She said that the Youth Affairs Bureau currently has different plans and measures to promote youth development, covering talent training, youth career planning, internship exchanges, innovation and entrepreneurship, etc.

The Government has also launched two schemes under the Youth Development Fund, the "Guangdong-Hong Kong-Macao Greater Bay Area Youth Entrepreneurship Funding Scheme" and the "Guangdong-Hong Kong-Macao Greater Bay Area Innovation and Entrepreneurship Base Experience Funding Scheme", which provide capital funding and entrepreneurial support for Hong Kong youth who are interested in starting a business. and incubation services, and deepen Hong Kong youth’s understanding of the Greater Bay Area Mainland Urban Youth Entrepreneurship Base and the Mainland’s related entrepreneurship and innovation policies and supporting measures, so as to further assist young people to start businesses in Hong Kong and the Greater Bay Area Mainland cities.

Mak Meijuan believes that young people in Hong Kong have a solid foundation and have many unique advantages, such as generally having a good education level, being familiar with biliterate and trilingualism, flexible thinking and doing things, and a fighting spirit. However, in the past three years, Hong Kong has faced severe challenges brought about by political disputes and the epidemic, and some young people are inevitably confused about the way forward.

In particular, as the epidemic continues, Hong Kong's economy and employment environment fluctuate, which has increased the difficulties of some young people in terms of employment, and inevitably makes them lack confidence in the future.

She pointed out that on the basis of the existing work, the National Youth Bureau is actively preparing to formulate the "Blueprint for Youth Development", setting policy goals for the healthy growth and diversified development of young people, and creating upper-class opportunities for young people.

She reiterated that the National Youth Bureau will promote and coordinate with relevant policy bureaux to jointly implement the measures in the Blueprint, and the goal is to complete the formulation and release of the first version of the Blueprint within this year. Maintain close ties with young people and stakeholders to promote two-way communication, so that everyone’s ideas can be more effectively incorporated into the Blueprint.”
