She also stressed that any act of harming children will never be tolerated and cases will be dealt with seriously.


8 complaints received related to personnel management and epidemic prevention measures

The New Territories North Regional Crime Squad took over the investigation of students suspected of being abused at Hong Chi Pine Hill No. 2 School in Tai Po Special School.

Education Bureau Secretary Cai Ruolian said that 8 related complaints were received earlier, involving personnel management and epidemic prevention measures, and 2 of them even involved child abuse.

She said that the Education Bureau has followed up immediately and instructed the school sponsoring group to investigate and submit a report, suggesting that cases involving child abuse should be referred to the police for handling.

She also stressed that the authorities will take cases seriously and will not tolerate any harm to children.

Cai Ruolian emphasized that she will never tolerate any behavior that harms children and will handle the case seriously.

Hong Chi Songling Second School was involved in child abuse cases in 2019

Hong Chi Pine Hill No. 2 School was involved in a child abuse incident in 2019. At that time, there were CCTV footage of children resisting and expressing excitement, but the Department of Justice believed that there was insufficient evidence to prosecute.

There were also reports that staff injured residents with doors, and some schoolchildren were tied to chairs or left in cramped rooms for long periods of time.

Cai Ruolin said that the school has submitted a report on the incident, and the Education Bureau reviewed the relevant information and sent staff to inspect the school to understand the use of restraint clothing and black rooms before accepting the report.

She also pointed out that there was insufficient evidence to show that the faculty members were involved in inappropriate behavior.

Tai Po Hong Chi Pine Hill Second School Suspected of Child Abuse The child was arrested and awaiting bail pending investigation. Two employees of the Infant Section of Po Leung Kuk are involved in child abuse. The number of inspections has been increased by 1 hour CCTV clip. One more employee of the Infant Section of Po Leung Kuk is involved in child abuse.
