No insulation, not enough space: the municipality of Forstern could solve two problems at once by expanding the attic.

– The desire for a new town hall building in Forstern has receded into the future due to the tight budget.

But there is an acute need for space in administration.

In addition, the building is not insulated, not even the roof and top floor ceiling.

The community is now considering whether both problems could be solved with one measure: by expanding the attic.

The Forstern town hall "is no longer the most attractive building when you drive through town".

The municipal council thinks so and has therefore decided to "pretty up the building a bit", as Mayor Rainer Streu (AWG) put it at the meeting: the facade, windows and shutters should be given a new coat of paint, and the ailing roof should be tackled where it is dripping in from time to time.

In the course of these considerations, the idea arose to take a general look at the energetic situation.

Max Gaertner did that.

He's the new construction engineer at City Hall and has taken a close look at the building.

The basis for this comes from a consulting report by the Institute for Energy Technology (IfE) from 2017.

As a result, the insulation of the top floor ceiling (attic), a wall surface in the attic and the outer walls as well as the replacement of windows and doors are proposed as possible measures for energy-related renovation.

Most recently, the town hall consumed 83,530 kilowatt hours (kWh) of gas.

The framework agreement, which runs until the end of 2024, stipulates a working price of 4.99 cents this year.

It will drop to 2.99 cents in 2023 and to 2.44 cents in the following year - although nobody knows how the situation will develop, Streu pointed out.

Based on this, Gärtner has calculated how much one could save through said measures.

If you implement them all, it is 43,435 kWh – that corresponds to 52 percent and at the current gas price around 2700 euros net.

In order to save, however, the municipality would first have to invest.

The replacement of 27 windows would cost roughly and generously around 50,000 euros.

But that would only be effective if the facade was insulated at the same time.

Here, the construction engineer assumes an area of ​​490 square meters.

Depending on the insulation material - polystyrene, mineral or wood wool - 150 to 200 euros per square meter would be due, i.e. up to 98,000 euros in total.

Gärtner estimates a maximum of 20,000 euros for the insulation of the top floor.

Overall, the costs for the energetic renovation would be roughly 180,000 euros.

Energetic refurbishment of the Forstern town hall: What does subsequent use look like?

"In my opinion, the greatest savings potential lies in the insulation of the top floor ceiling.

But that raises the question of how the town hall will be used in the future,” said Gärtner, who called the house a “beautiful, well-planned building worthy of preservation”.

Questions to be clarified are also the lack of accessibility (elevator), future space requirements and fire protection - as is well known, there is no second direct escape route.

An alternative would be to expand the attic and replace the roof.

There is already a small archive there, but an expansion could create space for more offices of more than 200 square meters.

This is an alternative to an extension or a new building, Streun advocated: "But will we be able to build a new building in the foreseeable future?

I'm skeptical, but we're at the limit with the space for the employees." Maria Feckl (Greens) also thought this solution was the right one, but emphasized that accessibility and fire protection must finally be tackled.

Stefan Ganghofer (CSU) saw the leaking roof as the most urgent problem, as did Georg Els jun.

(AWG): "What is absolutely necessary in the short term to maintain the stock?

We should implement that and at the same time consider promptly how to proceed.” You also have to keep an eye on long-term subsequent use.

According to Streu, it costs around 1,500 euros to seal the roof.

That is manageable.

But instead of immediately tackling further measures, one should consider whether and how the attic can be expanded.

"Four to six additional offices, that's a perspective for the administration," said Streu.

So did the rest of the board.

The administration will initiate the necessary measures for a short-term roof renovation and obtain further information for a possible expansion, for example on the statics of the false ceilings or an elevator.
