Russian Upper House votes to annex Ukrainian territories

09.40 a.m .:

After the Duma, the Russian upper house also votes, as expected, for the annexation of the four occupied territories in Ukraine.

According to the unanimous decision of the Federation Council, Donetsk, Luhansk, Zaporizhia and Kherson - about 18 percent of the internationally recognized Ukrainian state territory - are to belong to the Russian Federation.

The bill is now going back to President Vladimir Putin, after his signature it will come into force.

However, the provinces are not completely under the control of the Russian armed forces, which is why the borders are also completely unclear.

When asked, Vladimir Putin's spokesman Dmitry Peskov said on Monday that the borders would depend on the will of the population.

London: Russia overwhelmed with equipment and training of recruits

9.05 a.m .:

According to British military experts, the Russian state is no longer able to provide sufficient equipment and military training for a large number of recruits.

One indication is that the draft cycle is set to start a month later than usual this year, according to the British Ministry of Defense's daily briefing on the war.

The annual call-up of around 120,000 conscripts in Russia differs from the recently decided so-called partial mobilization of reservists.

"The challenges of housing, training, equipping and deploying mobilized and conscripted personnel are significant," the statement said.

Flaws in Russian administration and logistical systems are undermining these efforts, according to the British.

The British Ministry of Defense has published daily information on the course of the war since the beginning of the Russian war of aggression against Ukraine at the end of February, citing intelligence information.

In doing so, the British government wants to both counter the Russian portrayal and keep allies in line.

Ukrainian Foreign Minister: Russia is promoting division in Africa

8.30 a.m .:

At the start of his tour of Africa, Ukrainian Foreign Minister Dimitri Kuleba accused Russia of promoting the division of the continent.

“Russia didn't just invade Ukraine.

It spreads decay and supports military coups in Africa," Kuleba said on Monday in the Senegalese capital Dakar.

A few days ago, the West African country of Burkina Faso was rocked again by a military coup.

A number of people were out and about with Russian flags in the capital Ouagadougou at the weekend.

The junta of the new ruler Ibrahima Traoré had stated that it wanted to use "other partners" for the fight against terrorism in the country, without giving any further information.

Russia is increasingly militarily active in the Sahel region.

Mali is now concentrating on cooperation with Russia and has turned away from France on security policy issues.

When the UN General Assembly voted to condemn Russia's war of aggression, many African countries refrained from clearly condemning it.

35 of the 193 UN member states abstained.

In addition to China, India and Brazil, these included 17 African countries, including South Africa and Senegal.

North Korea supports Russian annexations

8:00 a.m.:

North Korea is on Moscow’s side in the illegal and internationally criticized annexations of Ukrainian territories by Russia.

The previously held sham referenda in the four regions of Donetsk, Luhansk, Kherson and Zaporizhia were held "in accordance with the UN Charter," said a senior government official, according to the state news agency KCNA.

Jo Cheol Su, director-general for international organizations at North Korea's foreign ministry, also said they support the Russian government's stance on the annexation of the territories.

In July, North Korea became the third country in the world after Russia and Syria to recognize the independence of the pro-Russian separatist republics of Donetsk and Luhansk in Ukraine.
