Recurring breakdowns, non-transmission of alerts ... A Parisian association alerted Tuesday, October 4 the Keeper of the Seals Éric Dupond-Moretti on the problems encountered with anti-reconciliation bracelets and serious danger telephones, tools to fight against domestic violence whose use is growing.
Regarding anti-reconciliation bracelets, a change of service provider this summer made it possible to limit "
false alerts
", but the bracelets themselves "
it's a disaster
", they must be "
changed regularly
", underlined Olivia Tabaste, Director of the Center for Information on the Rights of Women and Families in Paris (CIDFF 75) during a visit by the Minister.

Set up at the end of 2020 after the Grenelle of domestic violence, anti-reconciliation bracelets are used to prevent a violent spouse - already convicted or awaiting judgment - from approaching their victim, with an alert system if they crosses a defined perimeter.
To date, 860 are activated out of the 1,000 available to magistrates, against 477 in January, recalled Éric Dupond-Moretti, accompanied by the first president of the Paris Court of Appeal Jacques Boulard and the Paris Attorney General Rémy Heitz .
For serious danger phones (4,318 deployed, compared to 300 in 2019), "
the concern is the service provider
", Allianz, continued Olivia Tabaste, explaining that on several occasions, her association had not received the alert after the triggering of a telephone by a victim.
However, her role is to contact her again to “
invite her to file a complaint if she wishes
”.
The company mentioned a "
computer bug
" solved at the end of September according to it, but new failures have occurred since.
These dysfunctions are all the more problematic that “
in terms of dangerousness, we are really on the high end of the spectrum
”, underlined Rémy Heitz, these tools being deployed by decision of a magistrate after evaluation of the danger.

We are going to organize a meeting at the ministry
” with the companies concerned, assured the minister.
The CIDFF 75 is also instructed by the prosecution to warn victims of the release of their attacker from prison, a compulsory procedure since a decree came into force at the end of January.

", underlined Olivia Tabaste.
But “
there are still outings for which we are not informed
”, or late, and there is a problem of “
continuity
” of the system on weekends, she specified.
