Berlin – It is a huge effort for everyone involved: A new property tax calculation is to apply from 2025.

To do this, almost 36 million properties in Germany have to be revalued.

This is based on information that owners must submit in the form of a property tax return between July and October.

The reason: The Federal Constitutional Court had called for a new regulation in 2018, since the tax offices had previously calculated the value of a property on the basis of completely outdated data.

The current data, which the owners now have to submit, will then be offset by the authorities and a new individual tax rate will be set for those affected.

Expert: In East Germany, property tax could triple in some cases

It may be that for some owners from 2025 it will be more expensive than before.

Because up to now, values ​​from 1935 have been used in the east German federal states for property tax calculations, in the west values ​​from 1964. Since the value of land and real estate in Germany has usually risen sharply in recent years, many owners have to pay significantly higher tax rates count – especially in East Germany.

"For two apartments of the same size in Munich in a prime location and a simple residential area, the same amount of property tax will be due in future," explains Peter Jung, tax consultant at Ernst & Young, the business magazine.

So far, the location has directly influenced the tax, in future it will only depend on the area.

The federal state plays a major role in the calculation of the new property tax value: eleven federal states such as Berlin use the so-called federal model for this, in which the standard land value and the amount of the statistically determined net cold rent play a major role.

Bavaria, Hamburg, Lower Saxony, Baden-Württemberg and Hesse, on the other hand, use their own models for the calculation.

The location doesn't matter in Bavaria, but it does in Hesse.

In Baden-Württemberg, in addition to size and location, the development is also important.

However, owners still have to be patient until they find out exactly how high their individual tax burden is: the tax offices will probably send out the notification of the new property tax value by the end of 2023 - depending on whether there is an extension of the deadline for citizens to submit the property tax explanation will be given or not.
