The police earlier arrested seven private doctors suspected of spamming medical exemption certificates (commonly known as needle-free papers). The government subsequently announced that the more than 20,000 needle-free papers issued by the seven doctors would expire on October 12.
Kwok Cheuk-jian, known as the "King of Cheung Chau Review", questioned that the Director of Health, Lu Chongmao, has no right to make relevant decisions. Today (7th), he filed a petition with the High Court for judicial review.
The applicant is Guo Zhuojian and the respondent is Lu Chongmao, Director of the Medical and Health Bureau.
Guo Zhuojian pointed out in the application that the law did not give the Secretary of Medical and Health, Lu Chongmao, the power to abolish needle-free paper, so he believed that his decision was illegal.
Guo also pointed out in the application that some people were issued needle-free papers under the professional diagnosis of practicing Western medicine because they were not physically fit to receive the new crown vaccine.
However, the current government policy makes it impossible for people who have not had injections to travel with peace of mind, and thus cannot participate in public activities. He believes that this measure is also unconstitutional, and he also asks the court to review it.
