After investigation, the police arrested four female civil servants today, namely SWD staff and primary school teachers.

The investigation found that they purchased needle-free paper at 500-2,500 yuan each from the five doctors involved in the case 2 to 3 times.

The police stated that after reviewing all the evidence, including the medical background of the arrested persons, whether they had made false declarations, and obtaining professional assessments from medical experts, the police had reason to believe that they had obtained needle-free papers illegally, and charged them with conspiracy to defraud. They are arrested.

According to the source, the arrested primary school teacher works at the Canton Road Government Primary School, and "Hong Kong 01" is informing the Education Bureau of the incident.

Kowloon West Regional Police Superintendent of Crime (Operations) Superintendent Chung Ya-lun said that the police continued to investigate cases where doctors suspected that needle-free paper was inappropriately issued. Detectives from Long Police District arrested four local women, aged 25, 42, 45 and 48, respectively in Tin Shui Wai, Kwun Tong, Sha Tin and Hung Hom districts on charges of "conspiracy to defraud". Civil servants, 3 of them are SWD employees, 2 of them are social workers, and the other 1 is a teacher in a government school under the Education Bureau.

The police subsequently searched the residences of the four persons, as well as their workplaces in Wan Chai, Wong Tai Sin and Yau Tsim districts, and seized relevant documents.

The investigation showed that the four people had earlier obtained needle-free paper from the five involved clinics for 500 to 2,500 yuan each, and at least 2 to 3 were issued successively.

Four people are still being detained by the police.

Zhong Yalun also pointed out that since the doctors involved have issued a large number of needle-free papers, the police will review all the needle-free papers to ensure that there is no illegal situation.

He emphasized that the police's investigation work will not only be aimed at civil servants, and that their occupational background is not a consideration for the police, and pointed out that the possession of these doctors' needle-free papers does not necessarily mean that they are illegal.

The police have so far arrested 6 doctors, 7 clinic staff and 26 citizens without needle-free paper in their crackdown on the indiscriminate issuance of needle-free paper. One of the doctors has been temporarily charged with the relevant crime.

The investigation is still in progress. The Police will maintain close contact with the Lawyers Department, the Medical and Health Bureau, the Civil Service Bureau and other departments, and actively carry out follow-up and investigation work.

The police reiterate their appeal to medical personnel to indiscriminately issue medical exemption certificates for new crown vaccinations, or citizens to obtain relevant exemption certificates by providing false information, which may be involved in conspiracy to defraud.

Conspiracy to defraud is a serious criminal offence and carries a maximum sentence of 14 years in prison upon conviction.

He also pointed out that the SAR government has always called and encouraged the public to have injections, hoping to reduce the risk of transmission and return to normal life as soon as possible.

As public servants, civil servants should set an example. The selfish behavior of defrauding needle-free paper by illegal means will not only expose themselves to the risk of infection, but also increase the risk of their colleagues and citizens receiving services. Contact with children and the elderly may bring unnecessary risks to the public. We appeal to those who hold the arrested doctor's needle-free certificate to get injections as soon as possible. If they think their physical condition is not suitable for injections, they should seek professional advice as soon as possible.
