The police received a report at 6 pm on September 25 that a 64-year-old foreign man was driving a single-wheeled electric mobile tool (commonly known as "Hot Wheel"), suspected of crossing the pedestrian crossing when the red light was on. At the crossing of Queen's Road East in Wan Chai near Queensway, it was hit by a taxi.

The man was seriously injured and was taken to Ruttonjee Hospital in a coma, and then transferred to Queen Mary Hospital for treatment. He is still in hospital and is in stable condition.


After preliminary investigation by the police, the 71-year-old taxi driver surnamed Li Nan was arrested on suspicion of dangerous driving causing serious bodily harm to others.

He has been released on bail pending investigation.

The personnel seized the single-wheeled electric mobile tool for further inspection and investigation, in order to investigate the legal responsibility of the relevant persons.


The police pointed out that according to the law, any person using unregistered and licensed electric mobility vehicles on roads, footpaths and cycle tracks may violate the Road Traffic Ordinance, Chapter 374, Motor Vehicle Insurance (Third Party) Risks) Ordinance and other relevant legislation.

Once convicted, the maximum penalty is 10 years in prison and a fine of $50,000. Members of the public should not try the law by themselves.

The police also appealed to the public that electric mobility tools should not be used on the road together with ordinary cars, nor are they suitable for use on sidewalks or cycle tracks.

The use of electric mobile tools can easily lead to serious traffic accidents and casualties.
