One person arrested for unlicensed trafficking and lost 150 kilograms of goods

According to the FEHD, in a joint operation with the police in Kwai Tsing District yesterday, seven fixed penalty notices were issued in the above-mentioned areas and about 120 kilograms of discarded items were removed in relation to the obstruction of shops in public places.

In addition, the police also issued a total of four warning notices requiring the owner to remove the items within a time limit. One of the notices was not complied with within the time limit, and the FEHD subsequently removed about 200 kilograms of related goods or items.

During the operation, the FEHD also arrested a person for allegedly selling unlicensed goods in public places and causing obstruction, and confiscated 150 kilograms of related goods.

The FEHD stated that in the past week (3rd to 9th), joint operations with the police were carried out in Kowloon City, Sham Shui Po, Tsuen Wan, Kwun Tong, Yuen Long, Kwai Tsing and Eastern District.

During the operation, the FEHD issued a total of 98 fixed penalty notices and five summonses in the above-mentioned areas for the offences of obstruction and cleanliness caused by shops in public places, and removed about 18.7 tonnes of litter. Persons who sell without a license in public places and cause obstruction, and charge 173 kilograms of related goods.

The police also issued a total of eight warning notices requiring the owner to remove the items within a time limit. Three of the notices were not complied with within the time limit. The FEHD subsequently removed about 370 kilograms of related goods or items.

The FEHD reminds that if a shop illegally expands its business scope and places items in public places or roads, causing blockages, the relevant offenders will not only be prosecuted, but also the Police will be prosecuted under the Summary Offences Ordinance (Cap. 228) Section 32(1) issues a warning notice requiring the obstruction (including cargo) to be removed within a specified time limit.

If the offender fails to remove the obstruction within the time limit given by the police, the FEHD will remove the object for temporary storage.

The FEHD appeals to shop owners and other stakeholders to refrain from illegally expanding their business areas and placing goods or articles in public places or roads, which may obstruct the flow of pedestrians or vehicles.

The FEHD and the Police will continue to closely monitor and enforce strict enforcement measures to combat the problem of shops blocking the streets.
