– The district treasurer, usually a confident man, made no secret of the tense situation.

"The next five years will be challenging," announced Gerhard de Biasio in the district committee.

Even before the budget deliberations at the round table, he gave an outlook on the current financial development in the district - and gave alarming numbers.

According to Biasio, with the key data available, the budget would not be approvable.

Round table must put together an approvable package

Ultimately, the numbers speak for themselves.

According to the budget approach, income will increase in the coming year compared to the 2022 budget due to the significantly higher allocation power, but it will be completely eaten up by the significantly increasing expenses.

Even more: the bottom line is a minus of around twelve million euros.

So a lot of work for the Budget Round Table, which will meet shortly and have to put together a package that can be approved.

Increases in energy and labor costs

A look at the expected expenses shows that this entails a number of challenges.

The heating and electricity costs alone will increase for the district from around 1.5 to around 2.8 million euros.

Personnel costs, which are just under 20.6 million euros this year, will increase to almost 24 million euros in 2023.

And the maintenance costs for buildings and roads are also increasing: from just under two to around 3.5 million euros.

"We are still relatively well off when it comes to heating costs because we have biomass heating plants," emphasized Biasio.

In other cases, the district has little influence.

The social assistance that he provides for the needy, including accommodation and heating, increases from 21.3 to 24.1 million euros.

The area of ​​asylum accounts for around 4.9 million euros (2022: 3.8).

"In the future, the district will be able to provide fewer and fewer voluntary services," announced the district treasurer.

"Income will not increase as much as expenditure." From 2024, the slump in trade tax should also make itself felt.

The 5.5 million euros annually that the district pays to the district clinic to compensate for losses also weigh heavily - in addition to the 2.5 million euros hospital allocation.

Both the chamberlain and district administrator Olaf von Löwis (CSU) were confident that the hospital's strategic concept would bear fruit.

"The Board of Management and the Board of Directors are working flat out to reduce the current deficit of twelve million euros," reported Löwis.

Incidentally, he is confident that with discipline, a district budget that takes everything into account can also be achieved in 2023.

Borrowing again an issue

Of course, that won't be easy, as the district treasurer made clear.

"The Round Table will invest a lot of time in the numbers and will also have to cancel them," he warned.

"Big leaps are not possible." In the future, one or the other borrowing will be necessary.

At least the reserves gave the district some breathing room.

By the end of 2023, they are expected to amount to 25 million euros.

So no reason to see completely black.

"In 40 years I've already experienced some ups and downs," Biasio stated at the end of his presentation and then spread something like confidence.
