DECRYPTION - Some "neutral" regional powers, such as Brazil or India, and many African countries refrain from getting involved in the debate.

Russia has tried everything to thwart the vote of a resolution condemning the illegal annexation of regions of Ukraine, at the General Assembly of the United Nations.

By suggesting, first of all, that the vote be kept secret, to allow as many States as possible to participate.

But the proposal was rejected on Monday, October 10, by 107 States out of the 193 in the Assembly, against 13 votes in favor and 39 abstentions.

By striving, then, to proceed to the vote before the opening of the desk to the public debate, demanded by 65 States.

The goal for Moscow was to silence the expected chorus of protests against its territorial conquests in Ukraine.

Again, the initiative failed.

At the origin of the text, the European Union recalls, through the mouth of its special envoy Silvio Gonzato, that "

if we do not condemn the actions of the Russian Federation in Ukraine today, we are opening the door wide for similar flagrant attacks on any of our countries tomorrow.

The final vote was to take place after the general debate on Wednesday afternoon.

In Turtle Bay, Russia counts its supporters on the fingers of both hands: Belarus, China, North Korea, Cuba, Eritrea, Iran, Nicaragua, Syria, Venezuela.

Other “neutral” regional powers (Brazil, India) and a number of African countries prudently refrain from getting involved in the debate.

Moscow was counting on their silence, as well as on that of the rest of the “non-aligned” people in South America and Asia, to break its global isolation which began on February 24, the day of the invasion of Ukraine.

Signs of wear

Since April, Western diplomats have seen growing signs of "wear and tear" in the so-called "Southern" countries, with regard to the war in Ukraine.

Worried about interrupted agri-food imports, the combined scourges of famine and skyrocketing inflation, these countries are now openly expressing their exasperation with what they see as an obsession of the West, as other devastating conflicts rage in Syria, Ethiopia, Yemen.

To find out for sure, the non-governmental organization International Crisis Group scrutinized the interventions of UN member states during the “high-level week” at the end of September in New York.

While 141 out of 193 states condemned Russian aggression in February, 54 out of 156 leaders were careful not to mention the conflict in their speeches.

Only 18 African leaders out of 53 failed to mention the name of Russia.

The emergency meeting of the General Assembly, organized at the request of Ukraine and Albania, followed that held in the Security Council on Friday 7 March, during which Russia had brandished its veto against a resolution condemning the annexations of Ukrainian territories.

Frustrated by the pusillanimity of the UN in the crisis, kyiv accuses its Western partners of sparing the goat and the cabbage, with their initiatives deemed parsimonious against Russia.

It is to "

better keep its powder dry

", summarizes the International Crisis Group in its report, the Western chancelleries fearing that too many accusatory resolutions will end up diluting the message and definitively alienating the non-aligned countries.

One of the 13 supporters of the principle of the secret ballot on Monday was President Abdel Fattah al-Sissi's Egypt, officially an ally of the United States.

The time has come to engage on behalf of Ukraine

,” proclaimed US Secretary of State Antony Blinken.

"It is no longer abstentions, soothing words or ambiguities under the pretext of neutrality, The founding principles of the United Nations Charter are at stake
