Wan Chai Police District Acting Chief Criminal Inspector Chan Tsz-quan told the case. The goal of the operation was to crack down on triads and intercept their sources of income.

During the operation, 28 people were arrested, including 17 women and 11 men (26 to 55 years old).

Eleven of the 17 arrested women were from the mainland or other regions.

In September this year, the Wan Chai Police District Anti-Tribune Division received intelligence and discovered that a gang with a triad background was manipulating women with travel documents from the Mainland or other regions to conduct prostitution activities.

These women will go to nightclubs for guests to sit or other sexual activities.

Police have locked down two units in Wan Chai that are believed to be sex worker dormitories.

The gang is run by two masterminds, with other members acting as drivers, transporting sex workers to and from dormitories and nightclubs, or to buy takeaway food.

Police also found another gang with a triad background trying to meddle in these businesses, blackmailing nightclub drivers who pick up and drop off guests, demanding a monthly protection fee of $15,000 or causing trouble.

The two masterminds were involved in the manipulation of a prostitution group. Unexpectedly, the same family wanted to get involved in part of the business after learning about it, and blackmailed the driver who provided the shuttle service.

The source said that the two masterminds who arranged for women from other places to come to Wan Chai nightclubs to sit on the stage and engage in prostitution business, both surnamed Yang, were 33 and 39 years old, respectively, and had a background in the "Xin Yi An" gang.

The two reported that they were unemployed, and arranged closed-loop management such as dormitories and private car transfers for foreign workers who came to Hong Kong, making it difficult for outsiders to find out, and the two also benefited from it.

Another leader surnamed Huang (37 years old), who is also Xinyi An and reported to be a driver, gathered his men to pick up the driver from the nightclub.

Officers from the Anti-Triad Action Team and the Special Duty Team of Wan Chai Police District conducted operations codenamed "You Yu" and "Plough Ting Sweeping" from October 14 to 15. Together with the Immigration Department, they smashed a prostitution house. Nightclub, arrested 3 men and 12 women, aged between 26 and 55, on suspicion of "operating a prostitution establishment", "assisting in the management of a prostitution establishment" and "violating the conditions of stay".

Later, in a dormitory, 4 men and 2 foreign women, including 2 surnamed Yang Zhunao, were arrested on suspicion of "controlling others for the purpose of prostitution", "assisting to control others for the purpose of prostitution" and "violating the conditions of stay".

In addition, the investigation also found that four men, including Huang Nan, aged between 28 and 52, were suspected of receiving protection fees and were arrested on suspicion of "conspiracy to extort".

On the same day, officers of the Special Duty Team of Wan Chai Police District also smashed a suspected unlicensed massage parlour and arrested three women, aged between 33 and 34, on suspicion of "operating a prostitution establishment" and "assisting in the operation of a prostitution establishment".

All arrested persons are being detained for investigation.

During the operation, officers seized a small amount of cash and a batch of mobile phones suspected to be related to the case.
