A real sprint begins because the bilateral meetings which will follow one another for “
several weeks
” must lead to “
a final meeting on November 21
” chaired by the Minister of Labor, indicates the cabinet of Olivier Dussopt.
The aim is for the reform to enter into force at the start of 2023.

Faced with the shortage of personnel encountered in many sectors, the government wants to reform the French system of compensation for the unemployed which is, according to it, "

" and not enough of an incentive for the resumption of use.

The number of vacancies has exploded.
The recruitment difficulties that we see in all sectors of economic life call out and require intervention
, ”explains the Ministry of Labor.
The government has therefore decided to set up a system of counter-cyclical modulation where the rules become tougher for the unemployed when the economic situation is buoyant, and become more flexible when the economic context hardens.

The consultation will not return to the merits of the principle of countercyclical modulation.
The objective is to agree on three areas for the implementation of this measure.
On the one hand, government, unions and employers must agree on the diagnosis made on the labor market.
On the other hand, they must make a very sensitive choice of the indicators that will be used to change the compensation rules and define the parameters that may change depending on the economic situation.
Finally, they will have to fix the way to pass from the old rules to the new ones.

The only certainty, against a background of anger over purchasing power, the government has ruled out touching the level of compensation.
There remain two parameters on which to act: the conditions of access to unemployment insurance and the duration of compensation.
Finally, while Olivier Dussopt had mentioned in the
JDD
the possibility of refusing unemployment compensation in the event of abandonment of post, the minister indicated to the social partners that he had been misunderstood.
The text now speaks of "
presumption of resignation
", in order to "
protect employees who abandon their position for legitimate reasons

Asked about the savings expected from this reform, the government kicks in touch.

We are not in a financial logic but in a logic of incentive to the resumption of employment
”, reaffirmed Monday the Ministry of Labor.
On the question of whether the reform will concern people who are already unemployed or only new job seekers, the ministry replies that “
we never call into question a right that has been notified.
For example, an unemployed person who has been notified of 24 months of compensation, we cannot withdraw his 24 months.
On the other hand, we can add 3 months to someone who would have only had 18 months if the situation deteriorates.

Technical discussions will therefore begin, which will have a very concrete impact on compensation for the unemployed.
The unions reiterated their opposition to this modulation, a "
gas plant
" for Eric Courpotin (CFTC).
For Marylise Léon (CFDT), this “
will in no way solve the recruitment difficulties for which the unemployed are not responsible
”.
As for the CGT, it refused to participate in the consultation, considering that "
the first elements available to the trade union organizations suggest that this reform will deprive hundreds of thousands of people of rights to unemployment insurance, by cutting allowances- unemployment of several billion euros
".
On the employers' side, Hubert Mongon (Medef) invoked
"an extremely tense labor market"
to justify "
this reflection which is going in the right direction
".
But Michel Picon (U2P, craftsmen, traders, liberals) expressed
"doubts"
, believing, like the unions, "
it is more important to work on training and obstacles to employment (housing, childcare, mobility ...)
".
