"What worries us is that other countries are trying to copy or emulate what the United States has done (...) They have talent attraction programs, and the US response has been to put restrictions on their participation," says Patrick Gallagher, one of the authors of the "Protecting America's Technological Advantage" report.
The report calls for the US government to increase the number of visas or offer opportunities for more foreign scientists to work or study in the country.
