The People’s Assembly, in its session held today, headed by Speaker Hammouda Sabbagh, approved the reports of the Budget and Accounts Committee on the two draft laws to cut the final account of the state’s general budget for the fiscal years 2019 and 2020, and they became laws.

The recommendations of the Budget and Accounts Committee contained in the two aforementioned reports, and the interventions of the members of the Council, stipulated the need to amend Law No. 50 of 2004, which includes the basic personnel system in the state, so that temporary workers are installed in public authorities, a review of the central drug procurement system, the provision of cancer and chronic drugs, and compensation The shortage in a number of specializations within the central competition.

The committee demanded that the People’s Assembly be provided with the implemented recommendations it sends to the government for previous years, and reduce the repetition of the observations contained therein, by addressing them in the budgets of the coming years, while a number of members stressed the importance of amending some articles of Law No. 51 of 2004 on the unified contract system. Expedite the unification of the internal work systems of institutions and companies.

The recommendations also included the necessity of harmonizing the fiscal and monetary policies, increasing the rates of implementing investment budgets, and activating the electronic link between the Ministries of Interior and Justice.

In his response to the recommendations and interventions, the Minister of Finance, Dr. Kinan Yaghi, indicated that the main objective of the central drug procurement system is to reduce the financial burdens incurred by the public treasury, as a result of imported drugs, indicating that the meetings are continuing by the public authorities concerned with this system, to improve it, and there is a proposal to register Studying that the Ministry of Health is the order of spending in this regard, on behalf of the rest of the concerned ministries.

The Council also referred draft laws “fees, insurances and judicial expenses”, “amending some provisions of Law No. 2 of 2005 regulating the work of institutions, companies and public establishments”, and “amending the Joint Fund Law for Judges and State Lawyers No. 21 of 2016” to the Committee on Constitutional and Legislative Affairs, To examine the permissibility of constitutional consideration, and prepare the necessary reports on it.

At the beginning of the session, the head of the council mourned a member of the council from the Damascus countryside constituency, Major General Ahmed Jamil Ibrahim, who passed away last Sunday morning, and spoke about the virtues of the deceased, offering his condolences to his family and relatives, and praying to God to inspire them patience and solace, while a number of members made interventions They valued the morals of the deceased and his dedication to the tasks entrusted to him, sending their condolences to his family and relatives.

The session, which was attended by Minister of State for People's Assembly Affairs Abdullah Abdullah, was adjourned to 12 noon tomorrow, Monday.
