The Secretary for Justice, Mr Lam Ting-kwok, briefed the Legislative Council Panel on Administration of Justice and Legal Services at a policy briefing today (24th) on the policy address policy.
He pointed out that the future key tasks of the Department of Justice include strengthening the coordination of legal education and promoting Hong Kong's opportunities to the outside world. In terms of legal education, the "Regional Care Team" to be established will play an important role in the future.
In the document submitted to the Legislative Council, the Department of Justice mentioned three main policy measures in the future, including strengthening the coordination of legal education and training of advocacy leaders, comprehensively promoting the advantages and opportunities of Hong Kong's legal and dispute resolution services, and deepening the Guangdong-Hong Kong-Macao University. Integrate legal practice in the Bay Area and promote the general online mediation platform in the area.
Train "trainers" to help others consciously respect the rule of law
Among them, at the level of rule of law education, the Department of Justice will cooperate with relevant government departments and stakeholders to launch the "Leadership Training Programme in Rule of Law Education" in the third quarter of 2023. The goal is to train "trainers" from relevant sectors at different levels of the community. To enhance their ability and efficacy in promoting consistent and correct legal messages to young people and the general public, and to help them inspire others to consciously respect the rule of law in their daily lives, and to understand and abide by the law.
"The 'trainers' we plan to recruit will cover front-line people who have access to a wide range of social groups, including the legal profession, the youth uniform team, the 'district service and care team' to be set up by the government, and other community leaders."
At the meeting, Rong Haien, a member of the Legislative Council of the New Democracy Party, asked how the paragraph "District Service and Care Teams" should be understood.
Lin Dingguo pointed out that in the promotion of the rule of law, "training the trainers" is very important, and if we want to promote law-abiding knowledge to the lowest level of society in an all-round way, the government's human and material resources alone may not be enough, so we must rely on different People from different sectors, the "caring team" mentioned by Members, will also play an important role.
