Social security: the motion of censure of the Nupes rejected, the revenue section adopted

After the failure of the two motions of censure on the 2023 budget, carried by the Nupes and the RN, it was the turn of that on the Social Security budget, defended only by the union of the left, to suffer the refusal of a majority of deputies on Monday evening.

The motion obtained only 150 votes, far from the absolute majority of 289 votes required to bring down the government.

Debates continued throughout the afternoon and evening at the National Assembly.

RN like Nupes described an atmosphere of "end of reign" with the use of 49.3, which allows part of the State and Social Security budgets to be passed without a vote.

The Prime Minister had triggered this constitutional weapon on Thursday on the first day of the examination of the Social Security budget in the hemicycle, and 24 hours after a first 49.3 on the state budget.

"You were afraid of the debate" and committed a "moral fault", a "forfeiture", attacked the socialist deputy Jérôme Guedj on Monday evening.

“You have chosen to be a minority government.

And "you conflicted this debate from the outset by considering slipping your pseudo pension reform a little quietly into it" before giving up, tackled the deputy, in reference to a track from the executive which had aroused the opposition and the discomfort of part of the majority.

The RN does not join the Nupes

On the merits, the speaker of the left-wing coalition Nupes criticized the executive for a National Health Insurance Spending Objective (Ondam) "below inflation, weakening all the actors".

Jérôme Guedj described “unfathomable shortcomings” citing prevention and “environmental health”.

He regretted an "end of inadmissibility" to the cross-party group of his colleague Guillaume Garot against medical deserts, as well as "the law of old age constantly postponed".

In response, Horizons MP Thomas Mesnier, a member of the majority, regretted a "systematic and sterile opposition" and pleaded for "political and budgetary responsibility".

After having voted in the afternoon in favor of the motion of censure of the Nupes on the 2023 budget, the National Rally did not repeat the exercise this Monday evening.

“We refuse to participate in this vote played in advance (…) an artifice which has only one objective of obstruction”, declared Alexandre Loubet, deputy National Rally of Moselle, evoking “a masquerade”.

The right had warned that it would not vote on the motions so as not to “add disorder to disorder”.

“If one day we have to vote for a motion of censure, this is the one we will have chosen to table.

And we do not refrain from doing it, ”commented Sunday on Radio J Olivier Marleix, the leader of the LR deputies.

Under the Fifth Republic, only one motion of censure was adopted, in 1962, bringing down the government of Georges Pompidou.
