Under the title “Analysis of the Legislative Framework Regulating Incentives in Public Entities,” the Ministry of Administrative Development held today an interactive workshop in the presence of representatives of public entities, at Sahara Complex.

The workshop included dialogue sessions on the mechanism of implementing Decree No. 252, which includes the model system for job motivation for workers in public agencies, where the participants raised questions about the possibility of adding a new productive activity or deleting old activities, estimating credits and rewards, productive work groups in the economic sector and others.

The Minister of Administrative Development, Dr. Salam Safaf, explained in a statement to reporters that the workshop aims to answer all the participants’ questions and the gaps in the nature of their work and to explain the decree and the executive steps required by public authorities, such as defining productive activities, workers within work groups and the number of workers, and accordingly incentive systems will be built for each A public authority and specifying the activities that are subject to the incentive bonus system, in addition to how to implement the reward system stipulated in the decree.

The minister indicated that the public authorities need a six-month transitional phase to launch to the new system, given the existence of standards that did not exist in the previous stage, and any delay that is reflected in the application of the system to the same entity. And the standard limit controlling it, as all sectors were unified under one incentive system, which is spent on additional work that exceeds the standard limit, stressing the responsibility of development managers for the imbalance in the distribution of incentives.

The Minister pointed out that the purpose of the system is to find a promising methodology and to develop a unified framework based on fair and homogeneous foundations, standards and principles with the type of group of activities in the same public entity, and not based on the classification of public authorities approved in preparing the state’s general budget, in response to the aspirations of the national project for administrative reform, Noting that in the event of a defect in the application, it will be announced and the application may be delayed.

On the 17th of last month, President Bashar al-Assad issued Decree No. 252 containing the model system for job incentives for workers in public authorities, which aims to set standards and controls for granting incentives, bonuses and rewards according to the type of activity in public authorities, which achieves raising the level of productivity for public authorities, and linking Increasing income by raising performance and fairness rates by unifying the incentives rates granted to groups of similar activities in public entities, maintaining quality human resources and skills, and attracting and localizing qualified human resources.
