The day before, its foreign minister, Annalena Baerbock, had indicated that the possibility of designating the Revolutionary Guards as a terrorist organization was being studied.

Iran denounced Monday in advance as “
illegal
” such a project.

The country has been rocked by protests since the September 16 death of Mahsa Amini, a young Iranian Kurd, three days after she was arrested in Tehran by morality police who accused her of breaking the country's strict dress code, including wearing the veil in public.
Dozens of people, mostly protesters but also members of the security forces, have been killed during the demonstrations.
Hundreds more, including women, have been arrested.
The EU had already adopted on October 17 sanctions against the morality police and eleven Iranian leaders involved in the repression of the demonstrations triggered by the death of Mahsa Amini.
The Guardians are already placed by Washington on its blacklist of "
terrorist
" entities.
