After the flood disaster in the summer of 2021, the authorities are working on a direct warning via push message to cell phones.

Berlin – Sirens are wailing, alarm messages can be heard on television and radio, and the population is also to be warned via cell phones.

On warning day 2022 there is a test run for emergencies: people in Germany should be informed about dangerous situations using different warning devices.

The federal government, states, cities and municipalities are to test the warning devices together in an exercise.

The nationwide warning day will take place on December 8, 2022 at 11 a.m.

A warning is to be issued on all channels at 11 a.m. on December 8th.

It is also a test to check and match the systems.

For the first time, the highest warning level is to be sent to tens of millions of mobile phones on this day in order to test a disaster warning via cell broadcast.

With the system, messages such as radio signals are sent to all compatible devices that are in the range of a radio cell - hence the name "cell broadcast".

The message looks like an SMS.

Nobody needs to have warning apps like NINA or Katwarn installed on their cell phone to be alerted.

It also reaches people who use a mobile phone and not a smartphone.

The use is a premiere in Germany.

Cell broadcast is already in use in other EU countries.

Warning day 2022

"We have to test new systems in order to be able to use them later," said Interior Minister Nancy Faeser.

Cell broadcast is to be used regularly from February 2023 for public warnings in Germany.

There are various channels and options to warn the population in Germany of dangers:

  • sirens

  • Announcements via loudspeaker

  • Warning apps, such as the warning app NINA (emergency information and news app of the federal government) or the warning app KATWARN

  • Radio announcements, television, internet and notices on digital billboards

  • New warning channel cell broadcast: warning message via SMS to cell phones

The Federal Office for Civil Protection and Disaster Assistance (BBK) is conducting the Warning Day 2022 on December 8th in Germany.

"With the nationwide warning day 2022, an intensive test phase for cell broadcast will also be initiated," said BBK President Ralph Tiesler in a statement.

"While people can use the test phase to familiarize themselves with the new warning channel, we will use the feedback and the live conclusions from this to continue to coordinate the interfaces involved as best we can."

Nationwide warning day 2020 a flop

A lot had gone wrong on the first nationwide warning day after reunification on September 10, 2020.

Messages from the warning apps NINA and Katwarn arrived on the smartphones a good half hour late.

Many citizens would not have noticed in the event of a disaster.

The Federal Ministry of the Interior described the test alarm as "failed".

The planned warning day in autumn 2021 had been cancelled.

The BBK still had to set up a “comprehensive test landscape”, it said.

The nationwide warning day was postponed to December.
