Latin American governments were not prepared to confront Mexican drug cartels, says analyst

The president of Ecuador, Guillermo Lasso, decreed a state of emergency for three provinces for 45 days.

This is due to the violent riots in penitentiary centers in the provinces of Guayas and Esmeraldas and this action seeks to curb violence in prisons;

In addition, the Ecuadorian Government made the decision to transfer some 1,400 inmates.
