Today, the People’s Assembly’s Budget and Accounts Committee discussed the investment budget of the Ministry of Interior and its affiliates for the coming 2023, amounting to 34 billion and 554 million Syrian pounds.

The members of the committee pointed to the need to build headquarters for civil affairs directorates in the governorates, and for civil registry secretariats to preserve and archive electronic documents, to provide police stations with the necessary modern elements and mechanisms, and to expand housing for families and families of martyrs and medical centers.

The chairman and members of the committee called for continued support for the projects implemented by the ministry, which are part of digital transformation, to improve the living situation of police officers, and to increase their income, noting the ministry's efforts to combat crime, and the completion of the electronic passport project and complementary buildings for police schools in the governorates, and securing Housing for police unit workers, building police stations, and supporting sections in liberated areas.

In response to the committee’s questions, the Minister of Interior, Major General Muhammad al-Rahmoun, confirmed that work is underway to complete the electronic passport, the electronic payment project, the reciprocal system for the One Syria Municipality, building and rehabilitating headquarters for civil affairs directorates and secretariats, rehabilitating the headquarters of police units, and providing them with mechanisms and cadres, and starting to adapt the competencies Medical for the Ministry.

Minister Al-Rahmoun indicated that work is continuing to secure the equipment of criminal security laboratories, follow-up on the implementation of functional housing, and the implementation of the alternative energy project for civil affairs, stressing that the search radios for people have become according to the five-name name and the national number exclusively, as the search radios were canceled according to the binary name and the documents were completed for the names. The members of the committee demanded the necessity of accelerating the automation of judicial and administrative work, the completion of alternative energy projects for the courts far from the provincial centers, the acceleration of the completion of the restoration of the judicial palace in Damascus, and the rehabilitation of judicial palaces in the provinces affected by terrorism.

He called on the members of the committee to expedite the development of draft laws, complete the pending cases in the courts, work to purify the judicial body from impurities, and provide financial support to state lawyers to carry out their tasks, pointing out that the general feature of justice palaces in the governorates is overcrowding and lack of rooms and equipment.

During his response to the members' interventions, Minister of Justice Judge Ahmed Al-Sayed explained that the ministry is working on replacement and renewal projects, through rehabilitating the construction of the Judicial Complex in Mezzeh in Damascus, and the project to restore the Judicial Palace in Damascus.

In terms of direct projects, Minister Al-Sayed confirmed that the ministry is seeking to purchase a judicial palace building in Lattakia governorate, build new justice palaces in the countryside of Damascus, Aleppo, Sweida and Daraa, purchase means of transportation for justices in the governorates, study and purchase lands to build judicial complexes, and work on a development project. Modernizing the judicial sector and automating the judicial, administrative and financial work.

Minister Al-Sayed indicated that the ministry is working on preparing new projects such as the renewable energies project for centers far from the governorate centers, purchasing apartments for judges, service mechanisms, expanding the Tartous Justice Palace, developing the work of the ministry by providing equipment, backup electricity generating sets, training and qualifying workers and finding headquarters. The committee also discussed the investment budget of the Ministry of Transport and its affiliates for the year 2023, which amounts to 192 billion and 577 million Syrian pounds.

The interventions of the committee members focused on the reasons for the low rates of implementation of some projects, and the fate of the project to replace car plates and technical inspection devices for cars, stressing the need to increase credits for investment projects in the economic sector, progress in the renewable energies project and digital transformation in the directorates of the ministry, in addition to the development of human resources that It is the first pillar of any future development.

The members of the committee pointed out the need to pay due attention to the “Syrian Aviation” Corporation, rehabilitate and expand airports and raise the level of service in its halls, and the need to equip Deir ez-Zor airport and put it into service, rehabilitate train stations and periodic maintenance of the (Aleppo - Homs) and (Tartous - Lattakia) lines. In addition to improving the environment of the central and international highways between the governorates, accelerating the rehabilitation of the construction of the Transportation Directorate in Aleppo, and linking the industrial area in it with a railway.

In response to the committee’s questions, the Minister of Transport, Engineer Zuhair Khuzaym, explained that the reason behind the delay in the implementation of some projects is due to the sanctions imposed on the transport sector, the difficulty of securing the necessary foreign exchange in purchasing operations, and maintaining the machinery and equipment at the ministry, in addition to the systematic destruction and sabotage operations and the Israeli attacks. Infrastructure, including ports, airports, roads, and bridges.

The minister indicated that the implementation of projects is carried out according to the priority of their connection with the interests and service of the citizen, and that several projects are currently being implemented, including: maintenance and improvement of Damascus International Airport, expansion of Aleppo Airport and the construction of an additional landing there, in addition to activating the renewable energies project at airports, maintaining some roads and providing them with traffic signs. according to priority.

Minister Khuzayem pointed out that the railways are old and need to be developed and modernized, and the currently allocated funds do not cover this process, pointing out that the process of linking industrial cities with import and export centers is one of the priorities and most important projects of the Ministry that it is working on.

The investment budget of the Ministry of Social Affairs and Labor and its affiliates for the year 2023, estimated at one billion and 910 million Syrian pounds, was also discussed.

The members of the committee stressed the importance of expediting the completion of draft laws related to the work of international organizations and charities inside Syria, and laws related to the family, and the creation of a unified accounting and financial system for associations.

They called for the necessity of monitoring the demographic reality, directing charities and organizations to distribute aid and aid in the most affected and needy areas, and cooperating with them to combat and reduce the phenomenon of beggary and homelessness, pay more attention to social surveys, care for the elderly and the elderly and institutes for reforming juvenile delinquents, and simplify procedures for retirees within the public institution. for Social Insurance.

During his response to the members’ interventions, the Minister of Social Affairs and Labor Muhammad Seif El-Din confirmed that the ministry is implementing the bulk of its projects from outside the budget items, through a group of international organizations, noting that it is also working on preparing and qualifying its employees to speed up the process of automation and electronic archiving in it. .

Minister Seif El-Din explained that the budget plan for the next year includes a project to install alternative energy for the institutes located in the Bab Musalla area of ​​Damascus, and work is underway to prepare a set of draft laws related to the work of international associations and organizations, in addition to the labor law and family laws, indicating that a committee has been formed.
