Earlier, the Environmental Protection Department, through an intelligent monitoring system, revealed that a construction site in the southern district of Hong Kong Island was suspected of illegally discharging muddy water.
The contractor involved in the case, "Wing Sen Construction Engineering Co., Ltd.", was convicted today (14th) at the Eastern Magistrates' Court for violating the Water Pollution Control Ordinance and fined 1.5 million.
Since the beginning of this year, the EPD has installed a 24-hour smart monitoring system at various locations around the Wong Chuk Hang Nullah. Whenever any abnormal discharge is detected, the smart system will immediately notify law enforcement officers.
In addition, the EPD also monitors the public drainage system in Wong Chuk Hang District on a long-term basis through the system, and uses the data collected to formulate an action plan to combat illegal discharge.
In April this year, EPD staff discovered through an intelligent monitoring system that a construction site on Wong Chuk Hang Road was suspected of regularly discharging muddy water into a nearby roadside ditch, causing pollution.
After a surprise inspection and evidence collection, the EPD confirmed that the site had discharged untreated yellow muddy water into the stormwater drains, and prosecuted the contractor involved in the case in accordance with the Water Pollution Control Ordinance.
A spokesman for the EPD pointed out that construction site contractors must install and maintain effective sewage treatment facilities to collect and properly treat the sewage generated from the sites so as not to pollute downstream rivers or the coast.
According to the Water Pollution Control Ordinance, it is an offence for anyone to discharge sewage into public drains or bodies of water.
First-time offenders can be fined up to $200,000 and imprisoned for six months upon conviction, while subsequent offenders can be fined up to $400,000 and imprisoned for six months.
