The boss of the judicial police (PJ) Jérôme Bonet admitted Thursday, November 17 that the department, level chosen in the future reform of the police to bring together all the services under the authority of a single director, was "
not adapted
to the fight against organized crime.

The entire department is probably not suited to the fight against the most serious phenomena
", indicated the central director of the judicial police (DCPJ), interviewed at the National Assembly as part of a mission to information led by the deputies Marie Guévenoux (Renaissance) and Ugo Bernalicis (LFI).
A reform supported by the Minister of the Interior
This reform wanted by the Minister of the Interior Gérald Darmanin arouses strong opposition from PJ investigators, magistrates and lawyers.
It plans to place all the department's police services (intelligence, public security, border police and judicial police) under the authority of a single departmental director of the national police, reporting to the prefect.

The opponents of this project denounce the risk of a "
leveling down
", a strengthening of the weight of the prefect in the investigations and a departmental level unsuited to the new crime.
The central director of the judicial police, who spoke publicly for the first time on the reform, said he was in favor of the creation of a "
zonal level
", including several departments, for the fight against organized crime which is today "
without borders
".
In the event of disagreements on the priorities to be given within a department, in particular in terms of PJ, "
arbitrations will have to be made at the level above
", he added, while defending the merits the creation of a PJ network bringing together specialized investigators and those from the police stations, who deal with the mass of files.

If I project myself as the future national director of the judicial police, I must be able to say there are not enough investigators, there we need more
," continued Jérôme Bonet.

Gérald Darmanin has already assured, in the face of the strong criticism aroused by his project, that financial investigations and matters related to the probity of elected officials would be managed at the level of the zonal director.
Nevertheless, vagueness still reigns over the means available to this zonal director, whom Jérôme Bonet wishes to be “
important
”, and his hierarchical links with the departmental director.

The subject that remains under construction is the level of attachment of the specialized units
” of the PJ, recognized the DCPJ.
The reform, the application of which was postponed until after the first half of 2023, is currently the subject of an audit, the conclusions of which are due to be submitted in mid-December.
