During the operation, officers found 9 men and 7 women (aged 48 to 75) suspected of violating the Prevention and Control of Disease (Prohibition of Group Gathering) Regulation (Cap. 599G) in Kwong Yuen Estate, Mei Lam Estate and Chung On Estate , and issued fixed penalty notices to them.

In addition, 14 men and 1 woman (aged 39 to 88) were involved in violating the Prevention and Control of Disease (Wearing Mask) Regulations (Cap. 599I) and were also fined. Three of the men were also fined for smoking in public places in the estate , was suspected of violating the estate management point deduction system, and was immediately deducted 5 points by the staff of the Housing Department.

According to information, under the Marking System for Public Housing, tenants who commit misconduct in their housing estates will be deducted points, and the points deducted are valid for two years.

Unless there are very sympathetic reasons, the point-deducting households are not allowed to apply for all types of voluntary transfers within the validity period of points.

If the tenant accumulates 16 effective points within two years, he will be issued a "Notice to Quit" and the tenancy agreement/tenancy certificate will be terminated.

At present, illegal smoking, littering, throwing objects from heights, and illegal gambling in public places are all misconducts under the demerit points system.

Among them, illegal smoking has been included in misconduct since 2006, initially limited to public lifts, and covered all public places in housing estates in 2007.

After the enactment of the Fixed Penalty (Smoking Offences) Ordinance (Cap. 600), anyone who smokes or carries a lighted cigarette, cigar or pipe in a statutory no-smoking area will be issued a Fixed Penalty Notice.

Tenants who are found smoking or carrying lighted cigarettes in the statutory no-smoking areas of their current public housing estates will be deducted 5 points and fined at the same time.
