The Secretary-General of the United Nations, Antonio Guterres, confirmed that the Conference of the Parties on Climate (COP 27), which was held in Sharm el-Sheikh, Egypt, failed to develop a plan to radically reduce greenhouse emissions, expressing his regret for that.

"Our planet is still in the emergency department, and we need a drastic reduction in emissions now, and this is an issue that this climate conference has not addressed," Guterres was quoted as saying by Agence France-Presse today.

The European Union also expressed its disappointment with the outcome of the climate conference.

"What we have is not enough as a step forward, and it does not bring additional efforts from major polluters to further and accelerate the reduction of their emissions," European Commission Vice-President Frans Timmermans said at the closing session of the conference.

The Conference of the Parties on Climate (COP 27), which concluded today in Sharm El-Sheikh, approved two main texts: the final declaration and a decision on financing climate damages incurred by poor countries, which provides for the establishment of a fund.

The text stressed the urgent need for an immediate, deep, rapid and sustainable reduction in global emissions of greenhouse gases responsible for climate warming.

The text reaffirmed the aim of the Paris Agreement to contain the average temperature rise well below 2 degrees Celsius, compared to pre-industrial levels, and to continue efforts to limit warming to 1.5 degrees Celsius.

The text also calls for accelerating efforts to gradually reduce the use of non-carbon capture coal and eliminate useless fossil fuel subsidies, and to accelerate a clean and equitable transition to renewable energy.

The conference decided to establish a response fund in the event of losses and damages, as well as to form a transition committee tasked with developing operational procedures for these new measures, including the special fund.

The recommendations were submitted for study and approval to the next Conference of the Parties, scheduled for the end of 2023 in the United Arab Emirates.
