The Tseung Kwan O Cross-Bay Link is about 1.8 kilometers long, including a 1-kilometer offshore double-arch steel bridge. It is the first marine viaduct in Hong Kong that combines traffic lanes, cycle paths and pedestrian paths. Its approved budget is 5.6 billion yuan.

He explained that it is possible that the work has not yet been completed, but he believes that there are no structural issues involved, but the situation may not be ideal.
He also compared that the situation is like a renovation project, sometimes people will move in before the completion of the project, but "it's uncomfortable and not ideal".
As for the issue of exposed wires, Fang Guoshan said that although there are railings separating pedestrians from spotlights and electric shooting, I am worried that someone will vandalize it or touch it with "multiple hands"; and if it is exposed, there will be maintenance problems.
She suggested that, in addition to properly storing the wires, plastic boards should also be placed between the railings and the sidewalk.
