The text, which plans to allocate an additional 15 billion euros to the security forces over the next five years, was voted on Tuesday by a large majority of deputies, after having already obtained the green light from the Senate.

First victory for Gérald Darmanin before the difficult and expected step on immigration.

Brought to the bench by the number three of the government, the orientation and programming bill of the Ministry of the Interior (Lopmi) was largely adopted in the National Assembly by 419 votes against 116, during a solemn vote this Tuesday.

Which came after a green light from the Senate a few weeks ago.

This security text provides for an increase in the Interior budget of 15 billion euros over the next five years.

A financial effort devoted in particular to the modernization of the means of combating cybercrime, which will also allow the doubling of law enforcement on the ground by 2030 - mainly through reorganization - as well as the constitution of 200 new brigades of gendarmerie to cover rural areas.

LFI and environmentalists up in arms

The text, which has been the subject of more than 1,200 amendments, will have been fought by the opposition on the left, in particular the Rebellious parliamentarians and environmentalists, while the benches of the Republicans will have been – as often – frankly sparse.

The opportunity for elected Nupes to attack the executive while supporting their ideological differences.

Thus the LFI deputy Ugo Bernalicis defended a "

local police model

" when his colleague Antoine Léaument supported the need for an identity check receipt in order to fight against what he considers to be the discrimination perpetrated by law enforcement.

Discussions that went on late into the night, and sometimes until the early morning.

Despite the shortening of the time devoted to the examination of each amendment, limited to one minute against the usual two.

A change which did not fail to annoy some deputies.

We are sweeping the amendments one after the other like a machine gun, I find that unacceptable

,” said the Insoumise Andrée Taurinya to the President of the National Assembly, Yaël Braun-Pivet.

"

We have been discussing this text since Monday, I don't think anyone can say that the debates were sloppy

," replied the latter.

A joint joint committee in a few days

The arrival of this text in the Hemicycle of the Palais Bourbon had been largely prepared by the Minister of the Interior, who had taken the time to dialogue with the various opposition forces.

“There was a real substantive work with all the parliamentary groups which made it possible to enrich the project”,

we praise Place Beauvau.

During the discussions, 180 amendments were adopted, nearly half of which came from an opposition group.

Thus, 28 amendments from Nupes, 19 from LR, 16 from the LIOT group or 10 from the National Rally were retained.

The text will now continue its path in a joint committee, where deputies and senators will meet on December 1 to try to find a consensus.

Florent Boudié, the Macronist rapporteur for the text in the National Assembly, is hopeful that an agreement will be found.

We have not touched on the strategic additions of senators on urban rodeos, refusals to comply or violence against elected officials

,” he points out.
