The mediation committee of the Bundesrat and Bundestag has reached an agreement on the introduction of citizen income.

The agreement that was reached on Tuesday by the traffic light parties and the Union had been accepted, according to traffic light groups on Wednesday evening.

Scholz is happy about the citizen money compromise and taunts the CDU

Chancellor Olaf Scholz (SPD) promised earlier in the general debate in the Bundestag: "We will ensure that work is more worthwhile than at any time in a CDU-led federal government." start.

However, essential parts of the reform are not to come into force until July 1st: The job centers are to draw up a plan with each and every unemployed person concerned, in which the planned path back to regular work is determined.

Citizen money: Traffic light parties welcome compromise with the Union

Update from November 22, 12:45 p.m .:

Representatives of the traffic light groups of the SPD, Greens and FDP have welcomed the compromise found on citizen money as a “good basis”.

"It's a viable compromise," said the first parliamentary director of the SPD parliamentary group, Katja Mast, according to the German Press Agency.

The Greens parliamentary group leader Britta Haßelmann and FDP deputy head Johannes Vogel also welcomed the compromise.

However, Haßelmann regretted that the originally planned period of trust in the preliminary negotiations had been omitted.

Mast announced that Labor Minister Hubertus Heil (SPD) would submit the proposals to the mediation committee this Tuesday.

She is confident that the basis can also guarantee a majority for the project in the Bundesrat.

The aim is to get the citizen's income on the way as planned on January 1, 2023.

Citizens' allowance: traffic lights and Union agree on details

Update from November 22, 11:25 a.m .:

The traffic light government and the Union federal states have apparently agreed on a deal on citizen money.

The Bundesrat had previously voted against the reform package because of resistance from the CDU/CSU.

Now there should be a compromise, reports the German Press Agency.

Citizens' income is to replace today's Hartz IV benefits on January 1, 2023.

already wants to know details about the compromise.

Accordingly, the six-month trust period should be omitted.

Apparently, there should now be sanctions right from the start if a recipient of the citizen's income violates his or her obligations, for example does not try to find a new job.

This will be punished with financial losses, it is said.

Furthermore, recipients of citizen income should be able to keep less of their own assets if they receive the benefit from the state.

Apparently, the so-called protective assets are to be reduced to 40,000 euros.

The traffic light had previously provided 60,000 euros.

There should be a hardship regulation for home ownership

In addition, the so-called waiting period is to be reduced from two to one year, as the Union is aiming for.

During this time, the assets of those receiving citizen income and their living conditions should not be checked.

In the afternoon, the government and the Union want to inform about their compromise.

Citizens' money is to replace Hartz IV: Dispute about the "trust period"

According to the previous plans, those affected face only limited benefit cuts during the "trust period" - if they miss an appointment at the job center several times.

Only after six months do they have to reckon with additional and significantly higher reductions in benefits in the event of breaches of duty.

However, the Union had rejected this and called for sanctions from day one.

Debate about citizen money: mediators are looking for a compromise

At the turn of the year, the traffic light coalition wants to replace the Hartz IV system with citizen income.

The corresponding law was passed in the Bundestag, but it failed in the Bundesrat last week because of the Union.

The mediation committee of both chambers of parliament is now trying to find a compromise on Wednesday evening.

If this does not succeed, the citizen income start date of January 1st is in danger.
