The People's Assembly, in its session held today, chaired by Hamouda Sabbagh, Speaker of the Council, approved the draft law that includes granting compensation to workers in educational and administrative positions in schools and educational complexes in remote and semi-remote places that are determined by a decision of the Council of Ministers based on a proposal by the Ministry of Education in coordination with the Ministry of Local Administration and Environment, and it became law. .

According to the project, the compensation is calculated on the basis of the monthly wage fixed at the date of performance of the work, and it is not included in the compensation ceiling specified in the Basic Law for Workers in the State No. 50 of 2004 and its amendments, and workers who perform their work outside schools or educational complexes do not benefit from it.

The draft law provides for granting the aforementioned workers in remote places, including the governorates of Aleppo, Raqqa and Deir ez-Zor, except for its centers, and in Al-Hasakah governorate, a compensation called (compensation for remote places), amounting to 50 percent for workers in educational jobs and 25 percent for workers in administrative jobs - who are not from the governorate, while the people of the governorate The compensation is 25 percent for those working in educational positions and 15 percent for those working in administrative positions.

As for the compensation for semi-remote places, it is 30 percent for workers in educational positions, 15 percent for workers in administrative jobs who are not residents of the governorate, 20 percent for workers in educational jobs, and 12 percent for workers in administrative jobs for residents of the governorate.

A number of council members stated that the draft law is important and necessary and constitutes an added value to improve the conditions of workers in remote and semi-remote areas, stressing the need to continue raising these compensations when possible.

A number of members also indicated the necessity of noting all the areas of the Syrian countryside, villages and towns far from the centers of the governorates or cities when defining “remote and semi-remote places” and not being satisfied with the names of the aforementioned governorates.

For his part, the Minister of Education, Dr. Darem Tabbaa, confirmed the possibility of studying the expansion of remote and semi-remote areas if the reasons for that were available, indicating that an important segment of employees in the education sector would benefit from compensation, and that the draft law would contribute to stabilizing their living conditions and the educational process in those areas. .

Tabbaa explained that the Ministry of Education spares no effort in order to improve the conditions of its employees, and is working in the near future to have greater incentives and compensation than what exists. It is also in the process of studying several projects to improve the educational reality, including a project related to job promotion.

The Council also referred the two draft laws that include “amending Legislative Decree No. 11 of 2015 and its amendments related to the consumer spending fee” and “amending Legislative Decree No. 44 of 2005 and its amendments related to the stamp fee” to the Financial Laws Committee to study them substantively and prepare the necessary reports on them.

Abdullah Abdullah, Minister of State for People's Assembly Affairs, attended the session, and it was adjourned to eleven o'clock tomorrow, Thursday.
