Greater Paris: the National Real Estate Federation fears an explosion in condominium fees in 2023

For nearly ten years, the National Real Estate Federation (FNAIM) of Greater Paris has analyzed in detail the amount of co-ownership charges and their annual evolution through its Observatory of co-ownership charges.

For the 2021 financial year, it studied nearly 104,000 condominium lots from 3,724 Parisian buildings, representing 15% of the market.

Verdict: the average amount of charges soared by 6.86% between 2020 and 2021 in the capital, a level well above inflation.

It amounts to 2,160 euros on average per unit, ie 36.60 euros/m2 insured*.

“We return to the amount of charges recorded in 2019, this increase erases the decline experienced in 2020”, tempers Olivier Princivalle, deputy president of FNAIM Grand Paris.

+20% of heating expenses in 2021

But this rather positive balance sheet hides two alarm signals which worry the federation.

Because the two items at the origin of the rebound in 2021 are even more battered this year and should be so again in 2023. This is energy, already disrupted in 2021 under the effect of the health crisis.

Heating and fuel costs increased by almost 20% last year to an average of 437.88 euros per lot.

The second sharply rising item is that of maintenance expenses (elevators, etc.): +11% in one year to 155.25 euros per batch on average, victim of the shortage of raw materials such as electronic parts produced in Asia.

Comparatively, the other items also increased in 2021 but to a lesser extent: water expenditure (254.73 euros per lot, + 7.6%), taxes and duties (79.6 euros per lot, +6.4%),

electricity (139.72 euros per lot, +5.7%) and insurance costs (112.2 euros per lot, +5.7%).

Finally, we find the salary of the caretaker (or maintenance staff) up by 4.5% between 2,020 and 2,021 to 568 euros per lot on average and the remuneration of the trustee (including postage) at more than 213 euros per lot in 2021 (+4.8%).

"Patches on a pierced basket"

And 2022 promises to be even darker with soaring energy prices.

“In 2021, we witnessed the beginnings of rising energy prices.

Today, we are right in the middle of it and very worried about 2022, ”says Olivier Princivalle, He recalls that 95% of Parisian collective heating buildings use gas and that the energy bill already represents 35% of condominium charges.

In his eyes, reducing the temperature of his heating to 19 degrees, unplugging his appliances and renovating is not enough to lower the bills.

“These are patches on a pierced basket, he gets annoyed.

And the tariff shield put in place by the government from January will not be enough either.

If he does not note more unpaid bills in 2021, he expects that "some co-owners will not be able to pay the annual adjustment of charges which generally takes place between March and July... This is when 'we will see payment difficulties, delays and unpaid bills appear,' he warns.

United, the professional union which brings together 2,200 real estate companies, shares this concern.

"It's a double penalty for the co-owners: they have to face in general assembly both the regularization of the invoices for the 2021 heating season and the price readjustments for the current season... It's a lot of money to come out of a sudden, regrets Danielle Dubrac, its president.

The FNAIM du Grand Paris goes even further.

She asks the government to control prices.

"Make believe that everything is going to be fine is not reasonable, the situation is exceptionally uncontrollable, the State must take its responsibilities and set up a regulated tariff, it is now that it must be done", argues the organization.

*Non-habitable square meters such as parking lots in a building are included in the calculation.
