The National Assembly adopts the constitutionalization of abortion proposed by the Insoumis

The bill of the deputy LFI Mathilde Panot was adopted by a large majority at the Palais Bourbon this Thursday during the parliamentary niche of the Insoumis.


A little obstruction, strong exchanges, and a favorable vote in the afternoon.

This Thursday, during the parliamentary niche of La France insoumise, the proposed constitutional law by LFI MP Mathilde Panot aimed at protecting and guaranteeing the fundamental right to voluntary termination of pregnancy was adopted by a large majority - with 337 votes for and 32 votes against.

The text had also been adopted in the law commission a few days ago.

After nearly five hours of exchanges on the subject, marked by numerous invectives on all the benches of the Hemicycle and some LR amendments of obstruction, most of the elected representatives of Nupes, of the presidential camp, and even of the National Rally, voted for this PPL.

Marine Le Pen's change of foot

One of the highlights of the day is the new change of position of Marine Le Pen on the subject, withdrawing her amendment tabled a few days ago proposing to constitutionalize the Veil law and finally supporting that of the deputy MoDem Erwan Balanant.

The latter proposed through a rewriting of the text of Mathilde Panot, thus removing the mention "

to contraception

" in the statement of the PPL.

A wording that “

responds to the concern about the unconditionality of deadlines

” and “

respect for the conscience clause

”, estimated the president of the RN group.

A modification also desired by LFI after discussions with the majority group.

And voted by 40 RN deputies (3 against, and 12 abstentions, including that of Marine Le Pen).

A text on which Les Républicains are divided between votes "

for

", votes "

against

" and abstentions.

MP LR Marc Le Fur notably deplored a “

societal majority

” ranging from Nupes to the National Rally.

Unlikely to pass the Senate stage

But the text has little chance of obtaining the approval of senators.

The latter have already expressed themselves on the question on October 19 by rejecting - 139 votes for, 172 against - a similar text carried by the ecologist Mélanie Vogel.

Because the senatorial majority, predominantly LR, is not in favor of this measure.

And if some at the Palais Bourbon hope that senators will change their vote with this new text no longer mentioning contraception, they have already warned that there is little chance that this will be the case.

Most of our parliamentarians felt that there was no need to include the right to abortion in the Constitution.

This therefore leaves little likelihood that the text will succeed, because any constitutional law proposal must necessarily be voted on in the same terms by the two assemblies before being submitted to a referendum.

At the beginning of next week, the bill of the president of the Renaissance group, Aurore Bergé, in many points similar to that of Mathilde Panot, will in turn be debated in L'Hémicycle.
