High tax revenues and savings potential: Despite the crises, Poing sees itself financially equipped for the future

The municipality of Poing has presented a balanced budget for 2023 and sees itself financially well positioned for the future. Also because tax revenues are rising sharply.

The municipality of Poing has presented a balanced budget for 2023 and sees itself financially well positioned for the future.

Also because tax revenues are rising sharply.

Poing – Wolfgang Spieth has been a member of the Poing municipal council for 20 years and did something on Thursday evening that he had never done before: he did not criticize the municipal budget.

In recent years, the FDP local politician has often been the only admonisher that a balanced budget has only come about through the sale of land and that this cannot go on forever.

At the meeting of the Main and Finance Committee on Thursday, however, the administration not only presented a balanced budget, but also "solid financing", as Spieth judged.

This is thanks in particular to trade tax revenue, which, according to the Treasury, would be around four million euros higher in 2023 than previously estimated.

Poing: Four million euros more trade tax revenue

Mayor Thomas Stark (independent) said that Poing was no longer dependent on just a handful of companies, but that the high trade tax revenue would be distributed among several companies.

Spieth had also repeatedly criticized this dependency.

In his comments on the 2023 budget and the financial planning up to 2026, treasurer Tobias Stokloßa explained that the municipality of Poing was not spared from inflation and the crises in the world.

Due to the general price increase, the administration expects annual additional expenses in the areas of personnel (950,000 euros, due to new wage agreements), building maintenance (450,000 euros due to increased energy costs) and the district levy (tax paid by the municipalities to the district).

Here, the finance department expects an increase from 47 to 49 points.

Should the district council decide to do so, this would mean that Poing would have to pay a good 14 million euros in 2023 due to its financial strength (according to the State Office for Statistics, the strongest of all municipalities in the Ebersberg district).

One point of circular transfer means 285 for Poing.

Increasing the district levy costs Poing 285,000 euros per point

In order to be able to finance these regular expenses in the long term, the high trade and income tax revenue and further property sales in 2023 (to the amount of two million euros) help, as well as a comparatively high level of reserves (29 million euros in 2023, 13.6 Million euros in 2026), but the administration wants to be prepared, announced Treasurer Stokloßa and Mayor Stark.

For this reason, a savings commission will be formed with representatives of the municipal council factions and the administration - to take a close look at all departments and posts and to name possible savings potential.

Currently, according to Stark, it has been decided to postpone the renovation of the Roman road.

Poing: New swimming pool and canteen not at risk

The largest current investment is the construction of a new teaching pool and canteen at the Anni Pickert School.

The administration estimates the costs for both together at around 23 million euros, of which around 3.3 million euros would be state-funded.

The swimming pool, some of which can also be used by the public, is scheduled to open at the end of 2024.

The municipality does not have to take out a loan for the major project, said Mayor Stark.

For 2023, the Treasury expects trade tax of almost EUR 16 million and an income tax contribution of EUR 15.5 million.

Both will continue to increase in the years to come.
