Municipality of Rudelzhausen feels left alone with homeless accommodation and is planning a petition

Who should be responsible for providing adequate accommodation for homeless people?
From the point of view of the municipality of Rudelzhausen, higher authorities have an obligation.

The municipality of Rudelzhausen sees itself overwhelmed with the accommodation of help for the homeless.
A petition is now to be submitted to the state parliament.

- "One is pretty much left alone here," was the bitter summary of Edwin Lambert (FW), 2nd Mayor of Rudelzhausen, at the most recent municipal council meeting.
The reason for his displeasure: A family in the community had become homeless, adequate accommodation for them could not be found due to a lack of community homeless or emergency shelter.
According to the Rudelzhausen administration, the solution would basically be a simple one – namely shifting responsibility for such emergencies to the district.
Because there was no space for the homeless family in the Rudelzhausen community, Lambert said they had to be accommodated in hotels.
"The community will still have to make some payments here," predicted the deputy mayor, who feels let down by higher-level authorities.
His wish: "The Free State simply has to take better care of this." Even manager Lorenz Söckler couldn't understand why the district isn't responsible for such cases anyway, but instead each municipality should have its own accommodation: "It's like with hospitals - not every community has one either.”
The state parliament should regulate the situation with a new law
In order to draw attention to this imbalance and to bring about a solution, the municipal council has now decided to submit a petition on the subject to the Bavarian state parliament.
This petition is divided into the following two points: enactment of a state law to clearly regulate how accommodation for homeless people should look like at the municipal level and/or a shift in responsibility for housing the homeless to the rural districts and urban districts.

The currently existing problems: The details regarding the accommodation of homeless people in the respective communities to avert dangers to the life and health of those affected are not clearly defined.
In plain language, this means that questions of liability and recourse or simply the duration of the accommodation and the type of premises are left to the "conduct of each individual municipality" or the sometimes "contradictory case law", according to Söckler.
What is clearly demanded in the petition: "At least the key issues should be regulated in a separate law".
“Small communities struggle”
Of course, what would be even cheaper would be a shift in responsibilities.
Here, too, the administration of Rudelzhausen justifies the petition: "Small district communities have difficulties in efficiently complying with the security law task of housing the homeless.
Having your own accommodation options available is usually uneconomical and unrealistic because of the high procurement, material and rental costs.”
The resolution on the petition was unanimous, and the Au and Nandlstadt markets may want to join it.
However, the respective municipal council decisions are still pending.
