It is clear that not every driver is enthusiastic about the work of the municipal services association.

But this year, three young people vented their displeasure by setting fire to two speed camera trailers.

They are now taken, reported Michael Braun, managing director of the association, at the meeting on Wednesday in the Tölzer Kurhaus.

Two of the perpetrators also confessed.

There was another case of vandalism in the association's area recently, and the perpetrator is still being sought here.

In addition to criminal prosecution, the amount of damage from around 240,000 to 300,000 euros must also be regulated.

"If you know that you will be caught, that is perhaps the best preventive measure," said association chairman Ingo Mehner.

"We lack people," Braun made clear in his report.

The tasks in stationary traffic can only be fulfilled to 94 percent.

Due to the new admission of eight municipalities - from the districts of Ebersberg, Garmisch-Partenkirchen and Rosenheim - as well as the expansion of tasks for some existing municipalities, new staff will also have to be hired in 2023.

26 new jobs will be created, as Franziska Waldherr said.

Most employees are needed in stationary traffic.

It is planned that 64,000 monitoring hours can be performed in the coming year.

Central procurement office not used extensively

In addition to traffic monitoring, the special purpose association has also been active as a central procurement office since 2020.

In this function, the association helps municipalities with procurement procedures.

As head Christin Hensel made clear, the procurement office is not being used to the extent forecast, contrary to the requirement notifications.

"There are many reasons: the current situation or personal reservations." Many investments have been postponed.

Because the municipalities have the free choice of using the procurement office or not, it is very difficult to forecast future utilization.

"We don't know what to expect." Therefore, together with an auditor, they thought about what could be done

"so that we are used more or at all" and the deficit can also be reduced - also with regard to the fact that from January 1, 2023, sales tax will apply to these services.

The only reasonable solution was that all municipalities pay a levy per inhabitant, regardless of the extent to which they use the procurement office.

In this case, the sales tax liability would not apply.

"That would make the position much more attractive," Mehner campaigned for the decision.

Holzkirchen's Mayor Christoph Schmid added: "We have a deficient product here that some people hardly use." On the other hand, many awards today are not legally compliant.

"The position will give us legal certainty." Most of those present finally saw it that way.

Search for larger property

Ordinary income in the 2022 budget year was significantly higher than expected at 5.7 million euros, said finance manager Stephan Prechtl.

Overall, a positive annual result can be expected.

A significant increase in personnel costs is planned for 2023 due to the additional jobs, almost eight million euros in total.

There are some major investments in the house in 2023, such as the expansion of measurement technology, but also the purchase and conversion of a property for the special purpose association, because "we're running out of space".

But according to Prechtl, these expenses can be met without any problems, so that at the end of the coming year there should still be around 1.4 million euros in liquid funds.
