A young resident of Jessar al-Zarqa, 24-year-old Lotfi Jorban, will be charged with weapons offenses in an incident in which police officers were caught in an exchange of fire between armed men - according to the indictment submitted last night (Thursday) by the Haifa district attorney's office to the city's district court.

With the indictment, other issues become clear within the complex event, the circumstances of which are still shrouded in mystery.



The 20-year-old Zahi Jurban, the younger brother of the accused Lotfi, was killed in the incident.

Contrary to the claims made by their family members and those who claimed to have witnessed the incident, the indictment acquits the police officer and the policeman who was with him of responsibility for Jurban's death.

At the same time, it appears that the police were unable to decipher the circumstances of the fatal exchange of fire between the Jurban brothers and the other gunmen, and that their identity also remains unknown.

The shooting that preceded it that evening also remains unsolved.

The defendant Lotfi himself was seriously injured in the shooting incident, which happened about a month ago.

The two are the sons of council member Muhammad Abu Lutfi Jurban, who holds the education portfolio in the local council and is the right-hand man of the head of the council.

In total, four members of his family were wounded that evening by gunfire, in two different, interrelated incidents.

One was critically injured and died, two were seriously injured and one was moderately injured.

The police have not yet brought those responsible to justice.



The indictment is directed against Lotfi Jorban, who is suspected of taking revenge following a shooting at his family's home.

The family remains threatened even after the indictment was filed.

In the nearby Mall in front of Zichron, another attempt was made this week to harass a family member, and this week a leaflet was distributed in the village threatening to harm her in the coming days.

The police are investigating, but in the meantime the dead, the other victims and the accused are on the side of the threatened.

The events took place one after the other on the evening of Saturday, October 28, against the background of frequent shooting incidents that occurred recently in Jasr al-Zarqa.

Two of them, not far from the family compound, even ended in a fatal shooting and the death of boys.

Thus, two weeks earlier, on October 14, an armed boy opened fire in the direction of the nearby pizzeria, and Mahiri accidentally hit and killed a 13-year-old boy, Walid Shahab.



On the evening described in the indictment, around 19:30, masked armed men arrived at the entrance to the courtyard of the Jorban family's house.

The 12-year-old Yad Jorban and his 25-year-old uncle Hamdan, son of the council member's sister, who were staying in the yard, were seriously injured by the shooting.

The shooters left.

The two wounded were rushed by an MDA intensive care vehicle to the Hillel Yaffe hospital in Hadera and the police arrived at the scene and started an investigation and searches for the shooters.

A police force was stationed in the area of ​​the house, which included the commander of Jasar al-Zarqa station, Deputy Chief Basam Aliyan, and the municipal police officer at the station, Khaled Khoury.

Around 10:00 p.m., Lotfi and Zahi, Hamdan's cousins, apparently went on a retaliatory action and marched on Omar Ben Khattab Street, when according to the charges they were carrying a semi-automatic FN pistol with a loaded cartridge inside as well as an improvised submachine gun with a matching and loaded cartridge inside.

While they were on the street, near the local pizzeria, during an incident whose circumstances are not yet known, an exchange of fire began, at Mesgram the two fired two bullets each with the pistol and the submachine gun, and in the process were also wounded by gunshots.

The four backpacks from that shooting were later found on the street.



Alian and Khoury, while standing on Omar Ben Khattab Street, as part of the police force, heard bursts of gunfire nearby and drove in the direction with flashing blue lights.

Alian was driving and police officer Khouri was sitting in the front-right seat of the car.

After driving tens of meters, the two police officers waited for the two Jurban brothers armed as mentioned.

The indictment states that brother Lotfi began to run away from the scene and entered Ibn Sina Street, with the gun in his hand.

The policemen followed him on the drive and Hori ordered him to stop.

The indictment states that the two police officers who were in the police vehicle saw the defendant Lotfi holding the gun and his brother Zahi holding the submachine gun.

Lutfi, who noticed the police car, began to flee the scene by running to an alley.

The policemen drove after him and Officer Khoury ordered him to stop, however, according to the indictment, he continued to flee and then turned towards the police vehicle, while holding a gun.

Hori, who felt his life was in danger, fired one bullet from his police weapon at Lotfi.

In his testimony, he said that when he got out of the car, he saw that Lotfi was wearing gloves on his hands and had a ski mask and a gun next to him.



According to the indictment, station commander Aliyan rushed out of the police vehicle and advanced towards Zahi, who was in a kneeling position.

Aliyan felt his life was in danger, and does not dispute that he fired one bullet from his police weapon at Zahi.

However, the indictment indicates that Zahi's death was caused by an injury caused to him by the exchange of gunfire between the Jurban brothers and those others, who remain unknown.

Both brothers were rushed injured to Hillel Yaffe Hospital.

A short time later brother Zahi was pronounced dead there.

Lotfi was arrested immediately.

When he recovered and was interrogated, he generally maintained his right to remain silent.

Simultaneously with the filing of the indictment, the prosecutor's office requested the extension of Jurban's detention until the end of the legal proceedings against him.

A discussion on the matter will still take place, but in the meantime, with the consent of his defense attorney, Advocate Amir Natur, who is studying the investigation file, Judge Nitzan Silman extended the detention until another decision.



Councilor Muhammad Abu Lotfi Jurban, who himself has been left limping since he was shot on the main street in the village about two years ago without those responsible being brought to justice, is frustrated by the indictment.

"I read it and I am shocked," he said.

"The police investigation was not an investigation and the police investigation was not an investigation.

There is a witness who saw the whole incident and was with them, and it is appropriate that they take responsibility for what was done in the alley, including the fact that we saw policemen kicking the leg of the deceased and he raised his hands." He claimed, "Let them check what danger to life the policemen had from my children.

It's strange to me that they interrogated the police about two weeks after the incident and let them first coordinate versions and disrupt the investigation.

Lotfi was left with a bullet not far from his heart that put his life at risk and he is stopped like that.

But the lives of all of us are in danger from harassment towards us and the police have no answers."

Today, the Haifa district attorney's office filed the indictment against a 16-year-old boy from Jasar al-Zarqa to the district youth court in the city, for murdering with indifference under aggravated circumstances of the boy Walid Shahab in a pizzeria on October 14.

According to this indictment, the 13-year-old, his sister and the business employee were present at the pizzeria.

The defendant approached the pizzeria, pulled out the gun, went through it and fired several bullets into the pizzeria.

The employee who heard the footsteps even before the shooting, had time to bend down and hide behind the counter.



Walid and his sister began to run away from the pizzeria towards their mother, who was waiting and watching them from a distance, the accused also ran in the same direction, passed them, and being at a very short distance from them, turned towards the pizzeria, shot again at the business from a few meters away and left the scene.

As a result of the shooting, the boy was hit by a bullet that penetrated the chest and he was taken to the hospital in critical condition, where he was hospitalized until he was pronounced dead four days later.

The offenses attributed to the defendant are murder with indifference under aggravated circumstances, aggravated assault with intent and weapons offenses.
