From 1985 to 1990, he served as the deputy director of the Executive Committee of the Basic Law Advisory Committee. In 1994, he was appointed as a Hong Kong affairs consultant. From 1995 to 1997, he served Member of the Legislative Council (labor sector), served as a member of the Provisional Legislative Council from 1997 to 1998, and was elected as a member of the Legislative Council (labor sector) from 1998 to 2000.
