The absolute majority of people in the world, and in Israel in particular, are normative and non-violent people.
How can you tell?
Because if the majority were violent, our society would not survive and prosper.
On the other hand, for the same evolutionary-survival reasons, violence is inherent in each and every one of us, and sometimes violence is required to survive.
The best example of this is the battlefield, where people use tremendous violence, and in their personal lives are not violent at all.
Only a very small segment of the population does not have this filter - it is a fairly constant percentage, and most of them end up not surviving in society but end up in mental institutions or prisons.
The key question is what are the reasons that make normative people behave violently.
These are usually people who are at the end of the normative continuum of postponing gratification and maintaining desire.
I mean, they are not mentally ill people who stab someone every day.

There is a subjective feeling of lack of governance.
The state should ensure that those who will use violence are only those who have received permission to do so, such as military and police personnel.
As soon as a citizen has a feeling, justified or not, that the institutions that are supposed to protect him are not fulfilling their role, he can try to replace them, on an unconscious level, out of fear that others will not help him and therefore he is the master of his own destiny.

A final factor is a significant decrease of more than 50% in the feeling of empathy among the younger generation (under the age of 40).

Much of this does not go to the media because it involves minors.
The solutions: education and budgets
At the educational level, parents must teach their children that whenever they leave the house and encounter violence, they must cut off contact.

At the level of enforcement - for years the state has been systematically draining the police of budgets.
For example, a police investigator can handle a maximum of 30 cases.

Today the police are held by the volunteers.
There are about 5,000 police officers missing, so no one will take care of you, unless there was a murder or if you are a Slav.
Why do courts mitigate penalties?
Because the police are busy and can't bring enough solid evidence to them.
The designated minister Itamar Ben Gabir demanded 6 billion shekels - in my view a justified demand.
As soon as there is more budget, we will see more policemen and vehicles on the roads and streets, the sense of governance will increase and the anxiety will decrease.
