The IDF defines the territories of Judea and Samaria as much more violent than in 2021, when 136 Palestinians have been killed since the beginning of the year, most of them gunmen who were shot to death in exchanges of fire.

Data that will be presented to the Foreign Affairs and Security Committee in the Knesset indicate an increase in the rate of attacks and their completion.

Among other things, the security establishment dealt with the Nablus-based organization "Gov Aryot", whose operatives took responsibility for 29 shooting attacks and explosive devices, financed and aided by Hamas and the Islamic Jihad.

According to Central Command data, imitations of the Lions' Den have sprung up in other places in Judea and Samaria: the "Blata Brigades" in Nablus, the "Lions of Righteousness" in Hebron, the "Bnei Alkarami Brigades" in Tulkarm, and the "Ealots' Dens" in Kalkilia.



The main escalation is mainly due to the encouragement and direction of the Islamic Jihad and Hamas to the attacks, while they transfer funds from the Gaza Strip, Lebanon and Turkey.

The IDF estimates that the operational challenge also stems from the conduct of Palestinian Authority Chairman Abu Mazen, who on the one hand condemns terrorist acts and on the other carries out "strategic attacks" against Israel, such as his appeal to the United Nations so that the International Court of Justice in The Hague can express his opinion on the Israeli occupation.



A new threat that is challenging the IDF, but mainly the Palestinian Authority mechanisms in the last year, are the attacks carried out by Fatah operatives, some of whom are operatives of the Al Aqsa Martyrs' Brigades.

The Central Command estimates that the wave of escalation is also due to the lack of security coordination between the IDF and the Palestinian Authority.

The IDF warns of the deterioration of the situation in the Palestinian Authority, mainly due to frustration and disappointment with the political stalemate, pessimism on the Palestinian street regarding regional change and also due to a decrease in economic aid and donations from the international arena; members of the Palestinian security apparatus received only 80% of their salary in the past year. The data is also reflected in the violence on the Palestinian street , which led to 17 murders this year in clan feuds in Judea and Samaria.



The Central Command estimates that the monthly income from trade with Israeli Arabs for Judea and Samaria is estimated at about 400 million shekels, which is about 18% of the Palestinian GNP.

According to estimates, there will be no change in the entry of Israeli Arabs into the territories of Judea and Samaria for trade purposes.



In the past year, about 250 illegal weapons were seized in the territories of Judea and Samaria, and more than NIS 2.7 million for terrorist purposes.

According to IDF data, the price of an M16 rifle in Judea and Samaria ranges between 90,000-80,000 shekels; the price of an airsoft rifle converted to an M16 ranges between 60,000-50,000 shekels, as does the price of a Glock pistol; the price of an improvised Carlo rifle ranges from 5,000-2,000 shekels.

Another challenge faced by the central command is the regular and reserve manpower.

Since the beginning of the year, 25 regular battalions have been serving regularly, including in the seam line security missions.

During the year, 61 reserve battalions served in Judea and Samaria, compared to 26 reserve battalions in 2021 and only four in 2020.

In 2023, 66 reserve battalions are supposed to serve in Judea and Samaria.

Following the load on the regular battalions, it was decided last year to raise reserve battalions at short notice with the approval of a special order, and to activate reserve battalions more than once every three years, in violation of the law.

On this, the defense establishment will be required to provide clarifications and explanations before the Foreign Affairs and Defense Committee soon.



This coming Thursday, men and women of the new "Panther" battalion will be mobilized, whose purpose is to secure the seam line.

It was also decided that the Netzah Yehuda Battalion in the Kafir Brigade would go for operational employment outside of Judea and Samaria for the first time, and would serve around the border of the Golan Heights.

The IDF claimed that this was not a decision related to unusual incidents of violence in which the battalion was involved in the past year.



A drone carrying a spray grenade for operational activity will soon come into widespread use in Judea and Samaria, with which it will be possible to target terrorists.

It was also decided to upgrade the Jordanian border along 100 km with sensors that warn of border crossings by suspects and smugglers, radars, cameras and means of collection including drones per mm and more.
