Kaufering – Another big step towards the realization of the Lechfeldwiesen V building area: After the preliminary draft, the councils have now also approved the draft planning at their last meeting.

An important measure to be able to apply for funding and stay on schedule.

There are no major changes - but minor adjustments, especially in three areas. 

"It's going to be a fairly long agenda item," warned Andreas Giampa, head of the building authority.

They wanted to take the next step together - so he had the entire planning team at his side, from fire protection to statics, electrics and landscape architecture, to inform the municipal council.

After all, it is an important step: Giampa explained that the design decision is needed in order to obtain the building permit and to be able to submit applications for funding.


120 residential units, 18 different apartment types, a living space of more than 7,700 square meters, on a plot of land of almost 19,000 square meters: With such a huge project, the municipal council and a commission made up of parliamentary group representatives are constantly involved, according to Giampa.

Most recently, the plan status with cost estimate was presented in mid-July.

In August, the last specialist planner in the field of electrical planning was also able to start work.

Finally, in mid-September, the decision was made to retain extinguishing water in the underground car park.


On this basis, the planning was further developed and coordinated with the government of Upper Bavaria and the Disability Officer of the district of Landsberg.

Compared to the preliminary draft (as reported by KREISBOTE), the current draft contains only minor further developments, explained Giampa.


Adjustments relate to the underground car park.

A watertight floor pan should be used to prevent water from seeping into the ground.

A more cost-effective solution with the same effect has now been found: a simple, thin base plate (around twelve centimeters) in steel fiber concrete.

It will be fitted with a waterproofing that will run over the foundations of the underground car park and will also be able to keep out salt and dirt.

On top of that, as planned in the preliminary design, there will be a paving surface.


The concept of the noise protection wall was also worked on.

A 4.5 meter high concrete wall with wooden slats is planned, starting from the edge of the road.

By attaching wood of different lengths, an angular wavy line is formed, so to speak as an "architectural treat", which is reminiscent of an Alpine panorama, according to Giampa.

The foot of the wall should be filled up with earth so that only a small strip of concrete remains visible.


At the suggestion of the committee, another variant was presented: the "green wall" - a steel framework that is equipped with facade plants.

The concrete variant favored by the administration, already included in the planning in terms of costs, is the more expensive solution at over 100,000 euros in additional costs, but the maintenance is close to zero.

According to Giampa, maintenance costs of around 6,000 euros per year have to be expected for the green wall.


A “representative of the “green wall” was Stephan Nitsche (CSU).

Green walls offer living space for microorganisms and significantly increase the quality of living.

It was anyway "a complete living in the countryside, out there," replied Giampa.

Nitsche's proposed amendment was rejected by a vote of 11:12.

"Tight, but we can live with that," said Giampa.


As planned, the roofs of the houses will be covered with greenery and gravel in the area of ​​the photovoltaic systems.

"A compromise to realize green roof and PV," says Giampa.

What should also grow under a PV system?

The July cost estimate was compared to the current cost calculation.

Giampa said that it is currently difficult to determine construction costs due to the constant rise in construction prices.

With financial effects of more than 44.5 million euros, there is currently a cost increase of 13.2 percent and thus additional costs of more than five million euros.

The Kaufering municipal councilors approved the draft with a score of 20:4.

The administration is commissioned to submit the funding applications on this basis.

The development plan process is running in parallel.

Giampa emphasized that it was now a matter of not wasting any more time so that construction could start in the autumn of next year.


There was also a supplementary application, also accepted by a majority: the councils would like a calculation tool to be able to assess the economic efficiency, especially in view of the rising construction costs.

In a 20-year period, the residential area should be self-supporting.

"We want high-quality living at affordable rents - but, as a second goal, we also want to create values," says Giampa.

Because after this time the residential area belongs to the market.
