Ascertain whether the houses overwhelmed by the flood were illegal and whether a demolition order was pending. The Prosecutor of Naples has opened a file assuming, for now, the crime of culpable disaster. Mef, work is underway on the suspension of the terms of payments. The mud that devastated an area of

Casamicciola Terme

,

Ischia

, following the

flood on Saturday morning

, continues to return bodies.

The teams of rescuers working in via Celario have

identified and extracted the eighth victim of the flood:

it is

Michele Monti

, the 15-year-old boy, brother of Francesco and Maria Teresa, whose bodies were found yesterday.

The bodies of their parents, Gianluca Monti and Valentina Castagna are being sought.

The other two missing are presumably the companion of Eleonora Sirabella, the first victim found, and of another young woman: this was reported by the prefect of Naples,

Claudio Palomba

, at the end of the CCS meeting.

The injured remain 5, of which only one immediately transported to the Cardarelli hospital in Naples but with respect to health conditions, no particular problems have been reported.

"My last report to the competent authorities on the

serious risks for the population of Casamicciola

due to hydrogeological instability I had reported on November 22nd: I had written to the prefect of Naples, the prefectural commissioner of Casamicciola, the mayor Manfredi and the Campania Civil Protection .

Nobody answered me

. Following the orange weather alert, I signaled the danger to the population of the area and asked for their evacuation".

This was denounced by Giuseppe Conte, who was mayor of Casamicciola in the early 1990s.

Ascertaining whether the houses overwhelmed by the flood and present in that area were illegal and whether a demolition order was pending

: these are the first questions to which the Naples Public Prosecutor's Office wants to give an answer through the investigations carried out immediately after the Casamicciola tragedy.

But the investigation activity - the file was opened assuming, for now, the crime of culpable disaster - will not only concern the area devastated by the landslide.

Following the declaration of a state of emergency approved by the Council of Ministers in relation to the exceptional meteorological events that occurred on the island of Ischia last November 26, the Government is preparing a special emergency regulation to allow taxpayers

the suspension of the terms of payments and tax and social security contributions

in favor of subjects residing or operating in the municipalities of Casamicciola and Lacco Ameno.

The Ministry of Economy and Finance made it known in a note.

There are currently 230 displaced persons

but ''it is not excluded'' that the number could grow, explained Palomba.

The displaced people are all accommodated in hotels and accommodation with relatives but the prefect underlined that ''since it is winter and it is a matter of families, they are looking for allocations that are real homes also to alleviate their difficult condition''.

It's a race against time to secure the road that leads to the heart of the red zone.

The roadway has been largely cleared and the mud has been put away by bobcats on the sidelines.

Twenty centimeters of mud that is drying in the sun but that will have to be removed to avoid the risk of washout towards the bottom when it rains again.

Via Celario and via Pio Monte della Misericordia on Saturday turned into the bed of a flooded river, where the waters dragged everything: cars, furniture, agricultural vehicles.

Divers working with a sonar to search for the missing

Teams of volunteers with spades are clearing the accesses to the houses.

It is also a necessary operation to allow residents, accompanied by firefighters, to enter to recover what is necessary.

Meanwhile, shreds of broken life emerge from the mud.

A stuffed animal, a pan and other objects that tell of a daily life that for many people will never be the same again.

The numerous cars that have been completely crumpled by the fury of the water and mud will also have to be removed as soon as possible.

Now I'm a pile of metal sheets.

160 firefighters operate on the island with 70 vehicles arriving from Campania, Lazio, Tuscany, Abruzzo, Puglia, Molise.

The teams of the National Corps are located in the Casamicciola area: experts in topography applied to rescue, USAR (Usar Search And Rescue), SAF (Alpine River Speleo), dog lovers and SAPR (Remote Piloted Aircraft Systems) operators at work in the upper part of via Celario for search operations.

Divers from Tuscany operate with a sonar to scan the seabed in the stretch of sea near the port.

Rescue coordination meeting tomorrow on the

island A joint meeting of the Rescue Coordination Center (Ccs) and the Municipal Operations Center (Coc) will take place on the island of Ischia tomorrow: this was reported by the prefect of Naples, Claudio Palomba, during the point press in the Prefecture.

The decision was taken to make the activity ''extremely operational'' with respect to the priorities which are the discovery of the additional missing persons and the perimeter of the red zone.

Geologist: 'There are still risks and there is no evacuation plan'

"In Ischia there are no evacuation plans despite the numerous risks to which the island is exposed: volcanic, seismic and landslides. For years I have been trying to make this understood by institutions and associations in the area. Also a good part of the northern side and especially Casamicciola Terme , after the landslide of two days ago, they are still at high risk as regards the sliding of landslides which then, by weakening the slopes from which they detach, set off other landslides".

This was stated by Aniello Di Iorio, a geologist from Ischia, who carried out an inspection in the last hours after the Casamicciola landslide.

According to Di Iorio, "Cava Puzzillo, with the detachment of material in the upper area, must be monitored and made safe since, with heavy downpours, the detached material can easily reach the inhabited center of Piazza Bagni,

Against illegal building "it would be enough to jail the mayor and all those who let it go", because "mayors must not let people build", said the Minister of the Environment and Energy Security,

Gilberto Pichetto

(FI), to Rtl 102.5.

On the demolition of the illegal houses, proposed by the governor of Campania, Vincenzo De Luca, the minister said: "I would confiscate what is illegal, and then I would go and see on a case-by-case basis".

"On the need to proceed with the signing of ordinances for the demolition of illegal houses, especially those built in high-risk areas, a financial envelope is needed", said the Minister for Civil Protection and Marine Policies,

Nello Musumeci

.

"Very often the mayors have difficulty activating even the mechanical means that have to carry out the felling. It is a complex and difficult matter. We cannot and must not leave the first citizens alone in this situation", he continued

"My last report to the competent authorities on the serious risks for the population of Casamicciola due to hydrogeological instability - denounces Giuseppe Conte, who was mayor of Casamicciola in the early 1990s - I reported them on 22 November last: I wrote to the prefect of Naples, to the prefectural commissioner of Casamicciola, to the mayor Manfredi and to the Campania Civil Protection.
