On paper, the president's announcement to unclog urban transport in a dozen French cities can only be unanimous.
Residents of large conurbations who make daily journeys between their home and their place of work hope for more connections by train, with more frequencies, and better connections with other modes of transport.
The subject is not new.
It has been more than two years since SNCF Réseau submitted a report to the government on the metropolitan RERs called “metropolitan express services” (SEM).
A dozen cities with high potential had already been identified: Aix-Marseille, Bordeaux, Grenoble, Lille, Lyon, Nantes, Nice, Rennes, Strasbourg, Toulouse… Some projects are more mature than others.
But not a line of this report of almost 80 pages was about the means to finance them.
