They were charged with manipulating others for prostitution. The key members of the group, the investigation found that they would use the hotel room as a command center to contact guests and arrange rooms; in addition, 2 Russian women, 2 Japanese women and 11 Chinese women holding mainland passports were suspected of "violating the conditions of stay" ".

They all come to Hong Kong on tourist visas and will stay in Hong Kong for one to two weeks.
