Chief Inspector Chen Jiaying of the Third Team of the New Territories South Regional Crime Squad described the case, saying that the police noticed that some KOLs were using social media to promote illegal gambling websites. Intelligence analysis and in-depth investigation identified 7 KOLs. A number of residential units were raided in Mong Kok, Tsuen Wan, Tseung Kwan O, Wan Chai and Yuen Long districts for allegedly "promoting or facilitating the taking of bets". Seven local women aged between 20 and 30 were arrested.

According to the Pharmacy and Poisons Regulations (Cap. 138A), nicotine is a Part I poison, and electronic cigarettes containing nicotine are classified as pharmaceutical products.

The Pharmacy and Poisons Ordinance (Chapter 138) stipulates that all pharmaceutical products must be registered with the Pharmacy and Poisons Board of Hong Kong before they can be legally sold in the market.

Illegal sale or possession of unregistered pharmaceutical products or first poisons is a criminal offence. The maximum penalty for each offense is a fine of $100,000 and two years' imprisonment.
